지방자치단체의 사회복지관련 위원회 운영현황과 개선방안에 관한 연구 : 충청남도와 공주시를 중심으로 = (A) Study on the Social Welfare Related Committees of Local Goverment

국문 초록 (Abstract)

위원회란, 라틴어의 Committo(to untie, connect, assemble)에서 유래한 말로서 토론이나 회의를 통하여 조언을 하기 위한 사람들의 모임으로 복수의 자연인에 의하여 구성되는 합의제의 기관이다. 이처럼 위원회의 어원을 살펴보면 회의를 통하여 조언하고 합의하는 기관을 말하는 것이다.
그러나 위원회의 뜻과는 달리 현재 지방자치단체의 사회복지관련 위원회는 제 역할을 하지 못하고 있다. 그 이유를 3가지 측면에서 구분하여 보면 위원회의 제도적인 면과 위원구성 면 그리고 위원회의 운영 면을 들 수 있다.
위원회의 제도적인 면에서는 지역에 맞는 법적인 근거가 부족하다는 점인데, 지역적 특색에 맞는 조례와 규칙이 지역현실에 맞게 설치되어 있지 않은 것이다. 중앙정부에서 제정한 법은 기본적인 틀이며, 중앙행정에 맞게 구성되어 있으며 지역의 모든 특색을 고려해서 만든 것이 아니기 때문에 법에 근거한 지역의 특성에 맞는 합리적인 조례와 규칙이 수립되어야 한다. 또한 사회복지사업에 맞는 위원회가 설치되어야 한다. 위원회는 지방자치단체의 조례로 위원회를 설치할 수 있으므로 지역적 특색에 맞는 위원회를 설치하는 것은 매우 중요한 것이다.
또한 위원회의 기능을 강화해야한다. 사회복지관련 위원회가 자문과 심의 및 건의의 기능만을 가지고 있으면 전문적이면서도 주민들의 사회복지 서비스의 욕구를 충족시키는 정책수립에 영향력을 가질 수 없다. 위원회의 대표적인 기능으로 볼 수 있는 것 중 하나는 주민들이 위원회를 통해 정책에 참여한다는 점이다. 특히 사회복지관련 위원회는 사회복지사업에 있어서 주민들의 사회복지서비스의 욕구충족을 위한 주민참여의 한 형태이므로 주민들의 복지욕구를 대변해주는 역할을 하는 것이다. 이러한 역할을 하기 위해서는 정책수립에 있어서 영향력을 가질 수 있는 의결기능이 강화되어야 하며 담당공무원의 사회복지관련 위원회의 기능에 대한 올바른 인식이 필요하다.
두 번째로 위원회의 구성에서 위원 구성이 편중되어서는 안 된다는 것이다. 위원회는 전문적인 학식을 가진 사람이나 관련단체 및 수혜자와 관련공무원이 균형 있게 위원구성을 이루었을 때 위원회로써의 역할을 효율적으로 수행 할 수 있을 것이다. 위원장의 임명도 고위간부의 관료인사보다는 실질적으로 위원회의 활동을 할 수 있고 위원장으로서의 역할을 수행 할 수 있는 인사가 위원장이 되어야 하며 고위급 관료인사보다는 하향조정 및 수혜자를 좀 더 위원으로 위촉하여 현실적으로 합리적인 위원구성을 이루어야한다. 그리고 위원회의 활동에 해당되는 전문적인 인사가 위원회의 위원으로 위촉되어 위원회의 전문성을 더욱 높여야하며 성비율에 있어서도 차등 없이 위원회의 위원을 구성해야하며 공무원 행정이 아닌 주민들의 정책이 반영될 수 있도록 공무원위원 임명을 자제해야한다.
세 번째로 위원회의 운영면에서 가장 문제가 되는 것은 형식적인 운영이다. 위원회의 형식적인 운영을 막고 효율성을 높이기 위해서는 사회복지행정에서 위원회를 적극적으로 업무에 활용하는 것인데, 이를 위해서는 위원회제도에 관한 공무원들의 올바른 인식과 위원들의 책임의식을 높이는 것이 필요하다.
위원회의 활발한 활동을 위한 회의개최를 위해서는 공무원들의 과다한 업무를 줄이는 것이 중요하다. 과다한 서류의 형식적인 업무는 관련공무원들로 하여금 위원회의 회의를 주최 하는 데에 있어서 막대한 지장을 준다.
위원회의 회의를 효율적으로 개최하려면 회의 시 안건에 대한 자료를 미리준비하고 위원들에게 회의 전에 안건에 대한 자료발송과 위원들의 회의시간을 맞춰야하는데 이렇게 회의 개최시마다 많은 업무가 사회복지관련 위원회 담당공무원들로 하여금 위원회에 제도에 대한 형식적인 운영을 유도한다. 즉 위원회의 담당자의 과다한 업무 때문에 위원들의 시간을 조절해서 회의를 개최한다는 것은 어려운 것으로 판단된다. 그러므로 위원회에 대한 효율적인 활동을 위해서는 담당공무원에 대한 업무가 조절되어야 한다.
그리고 위원들의 책임 있는 의식은 효율적인 위원회의 운영에 매우 중요한 요소이다. 위원은 행정기관에서 회의 개최 시에만 위원으로써의 역할을 하는 것이 아니라 주민들의 대변인으로써 정책수립에 있어서 주민들의 의견을 충분히 고려하여 자신의 역할에 책임감을 가지며 회의 안건에 대한 연구와 조사로 적극적인 활동을 해야 한다.
마지막으로 사회복지관련 위원회는 민주국가의 복지정책 수립에 주민참여의 직접방법이라는 점을 깊이 인식해야 한다는 것이다.
이처럼 중요한 기능을 담당하고 있는 사회복지관련 위원회가 명목상의 제도에 묶여 있고 고위관료인사로만 구성되어 있으며 형식적으로만 운영된다면 위원회는 있으나 마나한 존재가 될 수 밖에 없다. 보이기 위한 복지행정 차원에서 사회복지관련 위원회를 설치한다면 진정한 민주국가의 복지정책이라고 할 수 없다.
사회복지관련 위원회는 국민이 정부에게 요구하는 사회복지서비스의 정책을 직접적으로 관여하는 국민의 대변적인 역할을 하는 것이므로 정부는 사회복지관련 위원회의 효율적인 운영을 위해서 역할과 기능을 확대하고 제도적으로 확장하여 국민의 의견을 수렴한, 국민을 위한 복지정책을 수립해야 할 것이다.

다국어 초록 (Multilingual Abstract)

This study is to propose the activating the social welfare related committee by analyzing the present state of and the management condition of the social welfare related committee the among the various committee which often was utilized by means of inhabitant participation.
This study was carried out by analyzing of existing data and doing
in-depth interview with social welfare related committee a public servant.
From the existing data, we understood general property of the committee - the committee system's general idea, kind, role, function and preceding study about committee etc.
By investigating the present state and the an interview investigate, we analyzed management condition of social welfare related committee belong to local autonomies in Chungnam and Kong ju. The interview investigate was carried out the subject of officers in charge of the social welfare related committee. And then we exhibited the active plan that emphasized on a solution to the problems extracted from the result of an interview investigate.
The substance of study is to analyzed from the system's, committee composition's management's viewpoint the present state of the social welfare related committee a local government.
Form the system's viewpoint, we included committee constitution reasons, the present conditions of committee by function.
Form the committee management's viewpoint, we included a chairperson's and committee' status, service receiptor's and woman committee's participation conditions.
Form the committee management's viewpoint, we included committee opening frequency, the attendance rate, the budget assignment breakdowns by annual, committee's formal management.
There are the problems deduced from analyzed management condition.
Fist, we should set up a committee suitable for regional circumstance by means of legislating both regulations and the rules through organized social welfare policy- making and propose and deliberate an important matter of consequence about social welfare work.
Second, from the committee composition's viewpoint, we should degrade a chairperson's position from chief or assistant chief to sectional chief or bureau director and induce more non- government professional to participate. Beside. we should raise the rate of professional when we organize the committee and give an apportunity for participated committee as a member of committee to service receiptor and increase the rate of woman's member in other committee as well as an woman related committee.
Third, from the committee management's viewpoint, we should officer in charge of the welfare related committee positively utilize the committee system and the committee should participate with having a sense of belong. Besides, the financial support that is the participation members of the committee to study variously and collect various data.
Fourth, the rest are that should often arrange listed data, regulation conditions and the fact constructed committee. Besides, the officer in charge of the welfare should arranged in departments of district a local government , so they should carry out the works of the social welfare committee with opinions and responsibilities.
Finally, the professional of ability and youth should be participated in the committee for activating the conditions of the social welfare related committee, and the concluded subjects in committee must be surely reflected in the policy.
The officer in charge of the social welfare should be arranged in departments of district a local government, so they should carry out committee's works related social welfare and financial support that is the participation allowance and study cost should be formed the participation members of the committee to study variously and collect various data.
