서울시 자치구 자체사업의 지역경제 성장효과: 재산세 공동과세 정책의 조절효과를 중심으로 = The Relationship between Expenditure Decentralization and Economic Development: An Empirical Test for the Moderating Effect of Revenue-Sharing

국문 초록 (Abstract)

본 연구는 자치구의 자체사업 비중이 지역경제 성장에 미치는 영향에 대한 실증적 결과를 제시하는 것이다. 특히, 재산세 공동과 세 정책이 자체사업 비중과 지역경제 성장에 어떠한 조절효과를 가지고 있는가를 분석하였다. 2008년부터 2019년까지 서울특별시 25개 자치구를 대상으로 연구를 실시하였으며, 자치구별 자체사업비의 비중 내 산업 및 경제성장과 관련된 자체사업과 관련된 재정지출이 지역의 경제성장의 양적(지역총생산)과 질적(기반산업 고용비율)에 미치는 영향을 살펴보았다. 추가적으로 각 자치구별 재산세 공동과세 증감분을 조절변수로 하여, 재산세 공동과세 정책의 효과를 측정하였다. 분석 결과, 자체사업 비중이 높을수록 지역경제 성장에 더 많은 기여를 하며, 자체세입 확대에 기여하는 재산세공동과세 제도의 도입이 이들 간 관계성 강화에 기여하는 것으로 나타났다. 따라서 서울시 재산세 공동과세 정책은 지역경제 성장을 촉진하는데 간접적 정책도구로서 역할을 하고 있는 것으로 볼 수 있다.

This study explored the relationship between expenditure decentralization and economic development, taking into consideration the moderating effect of the property tax-based revenue-sharing in Seoul metropolitan districts (SMD). We construct the models composed of discretionary spending as an independent variable, shared revenues as a moderator variable, and Gross Regional Domestic Product (GRDP) and Location Quotient (LQ) as dependent variables. The results show that the ratio of discretionary spending and shared revenues have positive associations with regional economic development. Additionally, shared revenues strengthen the effect of discretionary spending on regional economic development. Shared revenues allows the SMDs to expand the scale of discretionary spending as well as to invest more funds to adopt economic development programs. In doing so, the SMDs expect to improve their economic development. These findings benefit scholars who make a theoretical background for policy tools to maximize fiscal decentralization effects as well as practitioners who want to implement effective economic development programs.
