일본 고도경제성장기의 유산과 커뮤니티 케어의 과제: 초고령사회, ‘재후(災後)’사회의 거주의 모색 = Community Care and the Evolving Concept of a Dwelling for a Super-aged Society: Focusing on the Challenges of Public Housing in Tokyo

다국어 초록 (Multilingual Abstract)

Japan is not only a super-aged society with its low birth rate, but it also has a shrinking population. In 2019, Japan's aging rate stood at 28.2 percent, and its population has decreased in one year by 270,000 people to 126.32 million people. In the midst of the rapid changes within Japan’s population structure, large-scale public complexes, which are the legacy of Japan's high economic growth period, are now being confronted with the social task of community care. This paper aims to shed some light on how the large-scale public complexes, where the problems of aging and poverty intersect, are being reorganized amid the numerous social challenges of community care. As the concept of what is a “home” for aged people is expanding in the recent discussions about community care, this paper explores the public attempts to organize and sustain a ‘network of the community’. To this end, this researcher focuses on the cases of Yamabukiso, a Community Support Service Center, and Platform-Kirigaoka, operated by the Social Welfare Council within Kirigaoka Danchi in Kitku, Tokyo. This paper emphasizes that a dwelling that allows the existence of others and is connected to the public is required for sustainable community care in super-aged societies.
