다국어 초록 (Multilingual Abstract)

Currently, Korea's population is rapidly aging, and the decrease in the labor force due to early retirement is expected to continue to increase. These social phenomena have led to increased interest in new occupational groups, adaptation training, and learning opportunities to reproduce the elderly workforce. This study is the result of conducting a social innovation service design in which a re-going school established to provide opportunities for re-education and social participation in this ultra-aging era is designed from a consumer's perspective to a policy that reflects the needs of the consumer. Following the steps of problem identification according to the service design process of the Gov3.0 Design Group, consumers' perceptions as the subject of the local community changed and the effect of customized policy design was shown. It is significant as an example in which policy participation and satisfaction are increased, public-private communication participates in policies through re-branding and service improvement strategies.

현재 한국은 인구의 고령화가 빠르게 진행되고 있으며 조기 은퇴에 따른 노동 인력의 감소가 지속적으로 증가할 것으로 전망된다. 이러한 사회적 현상은 새로운 직업군과 적응 훈련, 그리고 고령 노동 인력을 재생산할 수 있는 학습 기회의 관심이 높아지는 계기가 되었다. 본 연구는 이러한 초고령화 시대에 생애 전화기 주체로서의 삶을 영위할 수 있도록 재교육 및 사회적 참여 기회를 마련하기 위해 설립된 다시 가는 학교를 수요자의 관점에서 수요자 니즈를 반영한 정책으로 디자인하는 사회혁신 서비스디자인을 수행한 결과이다. 국민디자인단 서비스디자인 프로세스에 따라 문제 파악과 문제 해결의 단계를 거치면서 지역사회의 주체로서의 수요자의 인식 변화와 맞춤형 정책 디자인의 효과를 보였다. 리브랜딩과 서비스 개선 전략 수립으로 수요자 중심의 변화된 서비스 제안을 통해 정책 참여도와 만족도가 높아지고 민관이 소통하고 국민이 정책에 참여하는 사례로서 의의가 있다.
