김정은 시대 북한 정치 변화의 함의 : ‘당-국가체제’와 ‘정치 ’개념을 중심으로

국문 초록 (Abstract)

본 연구는 김정은 시대 북한 정치를 분석하는 지배적 개념으로 활용되어온 ‘당-국가체제의 정상화’가 과연 현재 일어나고 있는 변화를 설명하는 데 충분한 개념인가라는 질문에서 시작되었다. 해당 개념이 선군정치라는 사회주의의 역사에서 매우 예외적인 이탈로부터의 복귀를 포착하는 데 유용한 개념이었던 것은 사실이나 현상의 전체와 그것이 갖는 함의를 드러내는데는 한계가 있다는 문제의식이다. 이러한 차원에서 본 연구는 특히 조선노동당의 운영상의 변화들에 초점을 맞춰 ‘정치 제도화’ 개념이 갖는 유용성을 드러내고자 했다. 관련하여 본 연구는 김정은 시대 북한 정치가 당의 유일영도와 규율성, 그리고 비상설 집단지도협의체 및 상설 조직체계의 차원 모두에서 정치 제도화로의 변화를 일관되게 보여왔다고 주장한다. 또한 이는 국가 능력을 강화하려는 시도로 혁명과 안보에서 발전과 복지로의 전략적 전환으로서의 성격을 지니고 있었던 ‘새로운 전략적 노선’의 등장과 연동되어 있을 가능성이 높다는 가설을 제시했다.

다국어 초록 (Multilingual Abstract)

This study began with the question of whether the “normalization of the party-state system,” which has been used as a dominant concept of analyzing North Korean politics during the Kim Jong-un period, is a concept sufficient to explain the changes that are currently taking place. It is true that this concept was a useful concept in capturing the return from exceptions in the history of socialism, which is military-first politics. However, there is a limit to revealing the whole phenomenon and its implications. In this respect, this study attempted to reveal the usefulness of the concept of ‘political institutionalization’ by focusing on the operational changes of the Worker’s Party of Korea. In this regard, this study argues that North Korean politics during the Kim Jong-un period has shown changes that can be seen as political institutionalization at the level of the party’s sole leadership and discipline, and emergency group leadership council and permanent organization. It also hypothesized that this is likely to be linked to the emergence of a “New Strategic Line” that had the characteristics of a strategic transition from revolution and security to development and welfare in an attempt to strengthen national capabilities.
