The purpose of this paper is to examines the main issues of the local council's personnel hearing system and to explore policy tasks to improve the system through case analysis of the Chungnam Provincial Council's personnel hearing system. The legal basis for personnel hearings of local councils was established by the revision of the Local Autonomy Act in March 2023 after the personnel hearing system based on the agreement with the executive branch for about ten years. Most metropolitan councils have established and operated personnel hearings based on ordinances since the law revision of 2023. It is difficult to say that there is any substantial change or progress compared with agreement-based personnel hearing system in terms of the legal status, function, and operation of local council confirmation hearings through the review of the Chungcheongnam-do Council's personnel hearings operation practices. Since the problems of the current local council's personnel hearing system are fundamentally due to national legislative limitations, legislative improvement measures need to be preceded. At the same time, in order to form a public consensus that drives legislative reform, innovation efforts by local councils to strengthen the function of personnel hearings are required despite the limitations of the existing legal system.
