The publication of textbook under the Imperialist Japan' rule was influenced by the educational policy on the colonial Chosun. The Chosun Education Ordinance, which prescribed subjects, teaching times per week and contents of school education, was revised according to changing the Japan's colonial policy. And the aim of the Chosun Government-General's educational policy, which had been succeeded from the discriminative education between Korean and Japan, through the assimilative education of Korean and Japanese, to empire subject education to Japanese Emperor, was practised by the publication and the contents of textbooks.
The textbook policy of the Chosun Government-General make it the principal aim to control over it. In particular, the textbook used in elementary school had been published under compilation by the state, because the Imperialist Japan thought that the contents of the textbook would influence the view of society and nation of children. Secondary school textbook had been published by the official certification principally. But the Chosun Government-General herself published some of secondary textbooks, and examined others to approve for teaching them in classroom, and ordered the using method of the textbook such as the pedagogical contents and attentive problems of teaching them. the Chosun Government-General gradually came to permit to teach the textbook published in Japan in Chosun classroom.
If not being able to publish the textbook after revising Chosun Education Ordinance immediately, the Chosun Government-General tried to apply the aim of it to teaching subject matters by the temporary policy, for example using textbooks published in the Daehan Empire during 1910~1912, and using the temporary history textbook and the temporary geography textbook from 1920, after 3․1 Movement, to 1922, the establishment of the second Chosun Education Ordinance. Bulletin of publishing the textbook, which was issued from right after proclaiming the third Chosun Education Ordinance, was the representative publication made of this policy. Bulletin of publishing the textbook presented the guide of using the textbook, textbook contents and the teaching direction, and played teaching material as a substitute for the textbook in itself.
