핵심광물에 대한 확보가 중요한 이슈로 떠오르면서 우리나라는 해외자원 개발 및 비축과 더불어자원순환을 주요 수단으로 선정하였으나, 국내 핵심광물 재활용률은 낮은 상황이다. 이는 낮은 경제성에 기인하는데 본 해설에서는 재활용 원료에서 얻을 수 있는 부가적 이득과 이를 통한 경제성향상에 대해 논하였다. 즉, 환경 및 탄소중립 관련 규제 대응 비용 저감, 원산지 규제 대응 역량 확보그리고 ESG 마케팅홍보 확산 등 다양한 부가적 이득이 있다. 그러므로 재활용 원료를 사용하는 수요기업 인식 전환을 통한 이들 이득에 대한 정량적 평가와 정당한 비용 지급 체계 구축이 요구된다.
또한, 정부 역시 이의 체계 구축 확산을 위한 정책 추진이 함께 필요하다. 이는 재활용 산업의 경제성향상을 가져올 것이며, 국내 핵심광물의 자원순환 활성화로 이어질 것이다

Securing critical minerals is becoming a major issue. Regarding this, Korea selected resource circulation as a primary mean, as well as overseas resource development and stockpiling. However, the rate of recycling domestic core mineral is low due to insufficient economic feasibility. This article discusses the additional benefits of recycled raw materials and economic improvement. The various extra benefits include the reduction of the cost of responding to environmental and carbon-neutral regulations, securing the ability to respond to rules of origin, and spreading ESG marketing promotions. Therefore, quantitative evaluation of these benefits and establishing a fair cost payment system is required through a shift in the perception of demanding companies that use recycled raw materials. In addition, the government also needs to promote policies to build and spread this system, because it will improve the economic feasibility of the recycling industry and lead to the vitalization of critical mineral resources circulation.
