      In this paper, I proposed a strategy of Creative Organizing in which students’ activities of generating and organizing content are connected in the elementary writing class. And I applied it to the classroom teaching to test its effects.
      The strategy of Creative Organizing was effective as follows:
      First, two processes of thinking and expressing could be connected, not separated. Second, teaching by the strategy helped integrate two processes of generating and organizing content. Third, the strategy seemed to provide students opportunities of looking back on their respective way of thinking. Finally, the students’ response was so positive. They said “We could structure a frame of content before writing. We took great pleasure in the process.”
      Students’s Rewriting by the strategy of Creative Organizing was effective as follows:
      First, students took pleasure in checking and reflecting their respective writing as a result of their activities in the process of Creative Organizing. Second, students could improve their rewriting ability of framing the content as a result of their exercise of rewriting in the process of Creative Organizing. Finally, students feel excited to actively participate in rewriting by Creative Organizing.
