The Regional Equal Development Act aims to the virtually even development among the regions by appointing the most depressed area as the Development Promoting Zone. But the Regional Equal Development Act restricts indiscriminately the total size of the Development Promoting Zone to 10% of each City and Province size, although the Cities and Provinces are very different in the degress of depression. Such uniformal 10% criterion is not consistant with the goal of the Regional Equal Development Act. Thus the 10% criterion of each City and Province should be amended to the 10% of the all country size.
