대학 통폐합 사례 분석 연구

국문 초록 (Abstract)

본 연구는 학령인구 감소, 대학 간 경쟁 심화, 재정 압박 등 고등교육의 위기 상황 속에서 대학 통폐합의 추진 과정과 통합 이후 운영 안정화 요인을 분석하는 데 목적을 둔다. 신제도주의 이론을 분석 틀로 삼아, 통폐합이 단순한 구조조정이 아닌 사회적 정당성과 적절성을 확보하는 제도화 과정임을 전제로 하였다. 연구는 대학기관평가인증을 획득한 3개 통합 대학을 사례로 선정하고, 당시 관리자 및 중간관리자들과의 심층 면담을 통해 질적 분석을 수행하였다. 분석 결과, 통폐합은 대체로 하향식(top-down) 방식으로 결정되었으나, 실행 단계에서 구성원의 참여와 의견 수렴이 정당성 확보에 기여하였다. 또한 통합 이후 안정적 운영은 재정 구조 개선, 조직 재편, 구성원 간 신뢰 회복 등의 요인에 의해 영향을 받았으며, 이는 통합 대학의 지속 가능성과도 직결되는 것으로 나타났다.

This study aims to analyze the process of university mergers and the factors contributing to institutional stabilization following merger, amid the ongoing crisis in higher education driven by declining student populations, intensified competition, and financial pressures. Grounded in new institutionalism theory, the research conceptualizes university mergers not merely as structural adjustments but as institutionalized processes requiring social legitimacy and procedural appropriateness. Three universities that completed mergers and obtained institutional accreditation were selected as case studies. In-depth interviews with key administrators and middle managers involved in the mergers were conducted to collect qualitative data. The findings reveal that while the decision-making process was largely top-down, stakeholder participation and consensus-building during implementation were critical in securing legitimacy. Post-university merger stability was influenced by improvements in financial structure, organizational reconfiguration, and the rebuilding of internal trust—all of which were found to be essential for the long-term sustainability of merged institutions.
