공공건축설계발주 및 관리제도 개선방안연구 = A study on The Improvement of Architecture Design Procurement system

국문 초록 (Abstract)

공공건축이 국민의 다양한 문화 공간으로 활용되고 도시경쟁력 시대의 문화콘텐츠로 부상되며 사회적 관심이 증가하였다. 이에 문화 관광부는‘공공건축을 도시의 집합적 환경수준과 질을 좌우하고 한 나라의 건축문화수준을 결정하는 시설로 규정’하였으며 그 중요성이 더욱 부각되고 있다. 공공건축물은 단순히 필요한 기능을 제공하는 건물로서의 기능이 아닌 국민의 문화와 삶을 풍요롭게 하는 문화공간으로 전환되었다.
국가정책위원회에서는 공공건축의 문화 컨텐츠화 및 건축서비스산업의 고부가가치 산업으로의 시대적 흐름을 반영하기 위해 2013년「건축서비스산업 진흥법」을 제정하고 2014년 6월부터 시행에 들어갔다. 건축서비스산업 진흥법을 기반으로 공공건축 디자인 향상을 위해 공공건축발주 제도를 현상설계 위주로 전환하였으며 건축서비스사업의 해외진출 지원, 건축 산업 전반에 걸친 연구 및 정보체계구성, 공공건축물의 발주 및 설계, 시공유지관리를 총괄하는 민간 전문가로 구성된 공공건축지원센터를 설립하였다.
그러나 공공건축설계 발주 및 관리제도에 있어 발주의 공정성 문제, 실질적인 관리 감독 주체의 모호성, 건축가의 업무범위 증가에 따른 업무대가기준 부재 등 운영상의 문제점이 제기되고 있다.
이에 본 연구에서는 건축서비스산업 진흥법에 따른 공공건축설계발주 및 관리제도의 실효성 및 문제점에 대해 공공건축설계 참여자의 의견을 수렴하고 개선방안에 대해 논의함으로서 공공건축설계발주자와 참여자의 의견을 조율하여 보다 선진국형 공공건축설계발주 및 관리제도 정착에 이바지 하고자 한다.

다국어 초록 (Multilingual Abstract)

A public building is utilized in a variety of national and cultural space and become the cultural content of urban competitiveness.
Ministry of Culture and Tourism describe it as the public building collectively influence the level and quality of the urban environment and architectural culture defined as a facility to determine the level of a country. Public buildings were converted into a cultural space that is simply to enrich the cultural life of the people and not the function of a building to provide the required functionality.
National Policy Committee is established in 2013, "Architecure Services Industry Promotion Regulation " to reflect the contemporary flow of cultural content in high value-added industries and building services industry and went to the enforcement of a public building in June 2014. Architectural Services Industry Promotion Regulation was mainly converted to a public building phenomenon to improve public architectural design and service industry. The regulation include overseas business support services, research and information system configuration across the building industry, public buildings code system and establishment of a Public Architecture Support Center consist of experts.
However, public building design regulation have issues like in fairness of management system, ambiguity of the work scope , cost increase due to the scope of work of the architect.
In this study, as discuss with the participants for improvement of the public building design regulation, contribute to settle of Architecture Design Procurement system and management system
