2급 장애인스포츠지도사 연수원 운영의 문제와 개선방안 = A study on Problems and Improvement in Operating a Training Center for 2nd level Disabled Sports Instructor

국문 초록 (Abstract)

본 연구는 2급 장애인스포츠지도사 연수원의 운영상의 문제점과 개선방안을 제안하는 데 목적을 두고 있다. 장애인스포츠지도사 자격증은 2015년 체육지도자 자격제도가 개정되면서 새롭게 시작된 국가공인 체육지도자 자격증이다. 개정된 자격제도에 대한 비판과 개선에 대한 연구가 지속되었음에도 불구하고 현행의 제도는 그대로 유지되고 있고, 연수 폐강과 연수원 반납의 사례가 발생하고 있는 실정이다. 따라서 본 연구는 최근 연수원 반납을 결정한 D대학교의 사례를 바탕으로 연수원의 운영상의 문제점과 개선을 위한 대안을 제시하였다. 장애인스포츠지도사 연수원 운영에 있어서 어려움은 첫째, 불확실한 사업예산 둘째, 전담직원의 부재 셋째, 출결관리 등 단순노무에 치우친 행정업무 넷째, 명확하지 않은 예산지침 등이다. 이들 애로사항의 핵심은 연수생 수에 따라 배정되는 사업예산의 불평등에 기인한다. 이 문제를 해결하기 방안으로는 첫째, 자격종별 연수원들은 체육지도자 양성이 목적이므로 법적 근거를 가진 국민체육진흥기금에서 연수원에 대한 재정적 지원을 고려해야 한다. 둘째, 일부 연수원에서 발생하는 잉여연수비를 환수해 기금을 조성하고, 이를 재정적 어려움을 겪는 연수원에 지원하는 방안을 제안한다. 또한 개정된 체육지도자 자격제도의 근본적 취지에 부합하기 위해서는 연수원의 기능을 실무교육 및 보수교육 기능을 가진 기관으로 리모델링 할 필요가 있다.

The purpose of this study is to propose operational problems and improvement measures for a second-level disabled sports instructor training center. The disabled sports instructor certification is a nationally recognized sports instructor certification that was newly launched with the revision of the sports instructor qualification system in 2015. Despite continued criticism of the revised qualification system and research on improvement, the current system remains the same, and cases of training courses being canceled and training center returns are occurring. Therefore, this study presented problems in the training center's operation and suggested alternatives for improvement based on the case of D University, which recently decided to return the training center. The difficulties in operating a training center for sports instructors for the disabled are first, an uncertain business budget, second, the absence of dedicated staff, third, administrative tasks focused on simple labor such as attendance management, and fourth, unclear budget guidelines. As a way to solve this problem, first, since the purpose of training centers for each qualification type is to train sports leaders, financial support for the training centers from the National Sports Promotion Fund, which has a legal basis, should be considered. Second, we propose a plan to create a fund by recovering surplus training expenses generated by some training centers and provide support to training centers experiencing financial difficulties. In addition, in order to meet the fundamental purpose of the revised sports instructor qualification system, it is necessary to remodel the function of the training center into an institution with practical education and continuing education functions.
