우리나라 국립공원의 생산성 분석에 관한 연구 : DEA-Window 모형과 MPI의 활용을 중심으로

국문 초록 (Abstract)

본 연구의 목적은 우리나라 국립공원의 생산성을 측정하기 위한 지표를 개발하고 이를 우리나라 국립공원에 적용하여 실제 생산성을 측정하여 향후 우리나라 국립공원의 생산성 향상 방안을 도출하는 것이다. 국립공원의 생산성을 측정할 수 있는 지표를 도출하여 이를 우리나라 18개 국립공원에 적용하여 횡단면, 시계열분석을 실시한다. 또한 이를 토대로 전체적 생산성에 경제적 생산성과 환경적 생산성 중 더 크게 영향을 미치는 요인을 도출하고, 향후 지속가능하고 바람직한 국립공원의 관리를 위한 방안을 모색하고, 이론적·정책적 함의를 도출한다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to measure the productivity of the 18 national parks during 9 years 2001 and 2009 in Korea, discuss methods of measuring the productivity and suggest alternatives to improve the productivity of national park management policy. To analyze this, quantitative evaluation tolls used were Data Envelopment Analysis(DEA) and Post-DEA(DEA-Window model and Malmquist Productivity Index).
This study progress in two step. First step is an analysis whole productivity(economical productivity and environmental productivity) score of 18 national parks in Korean. Second step is an analysis only economical productivity score of 18 national parks and compare it with whole productivity score to draw the influence of environmental productivity on whole productivity.
This study shows the results to be summed up in two aspects as follows.
In theoretical aspect first, studies about productivity of national parks especially considering national park's environmental purpose ware insufficient in Korea. But this study focuses two contradictory purpose of national park, economical purpose and environmental purpose. Second, Using Post-DEA(DEA-Winodow model and Malmquist Productivity Index(MPI)) as well as DEA, we suggest various measuring method to analyze and evaluate a productivity. Third, we suggest measuring method that can measure environmental productivity.
In political aspect, first, we suggest relative ranking between 18 national parks and present influence factor of productivity. By focusing effort(resources, time, manpower...) on shortage, it can prevent unnecessary waste. Second, we show the importance of environmental productivity management. It means that efforts of environmental management are required more to improve the national park's whole productivity in the future.
