융합 기술에 관한 윤리적 분석 = An Ethical Analysis of Converging Technologies

국문 초록 (Abstract)

융합 기술 시대에서 윤리학은 이전의 기술에 대한 사후 평가에 그치는 소극적인 기능에서 벗어나 바람직한 미래 기술의 방향을 권장하고 자극하는 더욱 적극적인 기능을 수행해야 한다. 또한 윤리학자로서 우리는 연구ㆍ개발 중인 기술에 대해 더 많은 지식을 근거로 하여, 그런 기술의 향후 있음직한 인공 산물과 응용이 가져올 사회적 영향을 신뢰성 있게 예상하는 윤리적 분석 활동을 활발하게 전개해야 한다. 그렇다면 윤리학자가 융합 기술에 관한 윤리적 분석을 시도할 수 있는 구체적인 방법은 무엇인가? 이 논문에서는 융합 기술이 제기하는 윤리적 도전을 기술하고, 융합 기술에 관한 윤리적 분석 활동에 적합한 기존 접근법의 장점과 단점을 분석하며, 융합 기술의 윤리적 분석을 위한 기본 원칙을 제시하였다.

다국어 초록 (Multilingual Abstract)

Nowadays we are in the midst of technological revolution initiated by converging technologies. Traditionally ethics focused on post hoc evaluation of new technologies. Ethics and ethicists should be proactive and anticipatory so that they are able to encourage a desirable future of converging technologies. Ethicists should try to have more informed knowledge on converging technologies, get actively involved in ethical analysis of them, and propose ethical guidelines for engineers, policy makers, and civil society. Unfortunately, technology assessment by Korean government has many drawbacks. It stops short of ethical implications of technology in question. Therefore, it is very important for ethicists to do their own ethical analysis for converging technologies. Ethical analysis of ethicists should be done from early research and development stage of technological revolution. It is desirable that ethicists utilize three levels of analysis such as technology, artifacts, and applications. Regarding forecasting methods, ethicists can combine both top-down analysis and bottom-up analysis. Finally, ethicists can follow three stages of ethical analysis such as identification, evaluation, and recommendation for converging technologies.
