개발제한구역 내 불법창고의 물류단지로의 유도 방안

국문 초록 (Abstract)

본 연구는 개발제한구역 내에서 동식물관련시설로 허가받은 후 물류창고로 불법전용의 이유와 특성을 파악하고, 개발제한구역 내 물류단지 조성 사례를 통해 소규모의 물류단지 조성사업의 타당성을 검토했다. 개발제한구역 내 불법 전용은 허가 용도에 대한 수요는 감소하고 불법 용도에 대한 수요는 증가하기 때문이다. 경기도 남양주시 진건읍 진관리에서 불법창고사용자들을 대상으로 개발제한구역 내 물류창고의 이용 현황, 해당지역의 입지요인에 대한평가, 불법 사용의 원인, 물류단지 조성 시 이용의향 등에 대해 설문조사를 실시했다. 설문조사 결과 현재 개발제한구역 내 불법창고의 사용자들은 본인이 사용하고 있는 인근에 물류단지를 조성하여 준다면 기존 불법창고에서 이동하여 사용한다는 의견이며, 사용료는 현재의 금액과 비슷한 가격에서 사용하며 정상적 사업을 영위하기를 원하는 것으로 나타났다. 합법적 소규모 물류단지를 조성하여 개발제한구역 내 시설의 불법 전용을 예방할 필요가 있다는 결론을 얻었다.

This study investigates with the illegal warehouses which had permitted as warehouses of plant-and-animal-related facility within the development restriction districts, and understands deeply the reasons and attributes that are used illegally. The cases of development restriction districts of the logistics park development and small-scale logistics complex composition suggest the ways to minimize the damages to the development composition restricted area. This study uses a survey on the illegal warehouse users who reside at Jin-gwan-ri, Jingeon-eup, Namyangju-si, Gyonggi-do, about the differences of the characteristics of respondents. The results of the questionnaire research show a strong opinion that the users of the illegal warehouses within the development restriction district, if the logistics complex is constructed near their used illegal warehouse, would move to the newly constructed logistics complex. And they responded that they wanted to use the newly constructed warehouse at the rent similar to the current one and to run normal business.
