20세기 발전주의의 미국적 맥락 = American Context of Developmentalism in Twentieth Century: -Focusing on the Rise and Demise of American Modernity

국문 초록 (Abstract)

20세기 발전주의는 냉전을 확립한 트루먼 독트린과 함께 출현해서 케네디의 ‘발전의 10년’ 선언에서 절정에 달한 미국 대외전략의 일부였다. 미국 사회과학자들은‘발전’을 현대화라는 포괄적 과정으로 제시함으로써 발전주의의 확산에 크게 기여했다. 현대화로서 발전은 2차 세계전쟁 이후 국제적 책임을 갖는 예외적 민족이라는 미국의 민족적 정체성에 부합했다. 현대화 이론은 미국적 현대성에 대한 대중적 확신에 근거해서 미국적 현대성을 다른 민족이 모방해야 할 대상으로 만드는 동시에 소련과 같은 병리적 현대성과 대조시켰다. 발전주의에 대한 미국 내부의 대중적지지는 미국적 현대성의 자기 긍정에서 기인했으며, 발전주의의 쇠퇴도 1970년대 미국적 현대성에 대한 ‘신뢰의 위기’에 의해 촉진되었다.

In the twentieth century, the developmentalism was an organic component of American foreign strategy in the context of ‘Cold War’. The developmentalism as American foreign strategy was inaugurated by Truman doctrine and reached the peak in Kennedy administration which declared ‘development decade’ in early sixties. American social scientists contributed the spread of developmentalism through presenting development as a comprehensive process of modernization. The Development as modernization was correspondent to the post war American national identity as a exceptional nation which had the international responsibility to promote modernization in the backward countries. The modernization theory was based on the popular confidence in the American modernity and projected the American historical experiences to the international area. As a result, the American modernity was considered as a normal accomplishment which other nations had to emulate, or the future of other nations. And the American modernity was presented as an opposite to the pathological modernity that characterized USSR. The popular supports to the developmentalism within United States resulted from the self-confidence in American modernity and the demise of developmentalism was prompted by the ‘crisis of confidence’ in American modernity in 1970s.
