러시아 사회복지정책의 변화: 세계자본주의체제와 국가 신자유주의의 영향 = Transformation of social welfare policy in Russia: Influences of world capitalist system and state neoliberlism

다국어 초록 (Multilingual Abstract)

“Neoliberal state” is a state apparatus whose fundamental mission was to facilitate conditions for profitable capital accumulation on the part of both domestic and foreign capital. Whereas the capitalist class has been the dominant agency for neoliberalism in the Centre of the world capitalist system, the post-communist state had to take the driving seat to propelneoliberalism forward in Russia. Like other neoliberal states Russiasuffered a considerable cost during the transition to neoliberal market economy in the 1990s. However, after the failure of the ‘shock therapy’policy driven by Yeltsin’s government, Russia has pursued a unique mode of neoliberalism which differs from the mainstream neoliberalism promoted in the Washington Consensus model.
Unlike neoliberal states in other parts of the world, Russia has a strong state machinery, And defining itself as carrying out a national projects tomake Russia strong to stand against the threat from the West, the Russian state has actively mobilized the ideology of nationalism or patriotism.

국문 초록 (Abstract)

신자유주의는 개인적 자유의 보장과 경제적 효율성의 극대화를 위해 복지 국가를 축소하거나 해체를 주장하고 있는데, 이런 면에서 사회 복지 정책은 신자유주의가 공격대상으로 삼는 가장 중요한 분야라고 할 수 있다. 신자유주의 논리가 가장 잘 작동하고 있는 영역은 사회복지정책 영역이며, 신자유주의가 이야기하는 국가개입의 후퇴는 결국 국가의 복지기능 축소를 의미한다. 신자유주의는 ‘시장 원리의 극대화를 위한 국가의 개입 최소화’라는 이론과는 달리, 현실에서는 ‘시장 원리의 확산을 위한 국가의 적극적 개입’을 의미한다. 특히 ‘강력한 권위주의적 국가의주도 하에 국가가 적극적으로 시장에 개입하여 시장중심적 신자유주의적 개혁을 강제하는’ 모습은 이론과는 달리, 거의 모든 비중심부 국가에서의 실제 모습이라고할 수 있다. 비중심부이자 탈공산주의 체제전환기 지역 국가들의 경우 국가가 신자유주의를 적극적으로 추구해 왔다.
1991년 사회주의 체제 붕괴 이후 옐친 정부 하에서의 신자유주의 방식에 의한급격한 시장경제 체제로의 전환은 복지 영역에도 직접적인 영향을 미쳤다. IMF와세계은행 등의 권고에 따라, 복지 서비스와 그로의 접근성과 관리, 그리고 사회적위험 등에 있어서 국가의 철수 및 민간 영역의 역할 확대 등 개인화, 사유화, 현금화, 탈중앙집중화 등등의 현상이 일어났다. 푸틴 정권 시기에도 표면적으로는 ‘국가자본주의’로 상징되는 강한 국가에 의한 비자유주의적/비시장적 특성을 보이는듯한 착각을 불러일으키고 있지만, 마찬가지로 신자유주의로 경도된 세계자본주의체제에 적극적으로 편입하면서 모든 사회경제적 영역에서의 신자유주의화를 적극적으로 추진해 왔다. 푸틴 행정부는 현금화로 상징되는 연금 개혁을 포함한 다양한사회 보장 개혁 등 1990년대 이전 옐친 정부 때에는 실행하지 못 했던 일련의 신자유주의적 개혁을 완수했다. 러시아 복지 개혁은 에너지 분야 주도 경제 성장 하에서만 기능할 수 있는 에너지 의존적 복지 발전을 보여 줄 뿐이며, 사회복지정책에 있어서는 철저하게 신자유주의화를 목표로 하고 있다.
