카자흐스탄 언어 정책의 현황과 미래- 삼중언어정책을 중심으로 = Language Policy in Kazakhstan with Focus on Trilingual Model of Kazakh, Russian and English

다국어 초록 (Multilingual Abstract)

This study reviews the language policy in Kazakhstan to understand the current situation of the three main languages: Kazakh as a state language, Russian as a language of interethnic communication and official language, and English as a newly respected main language, and predicts the future of the language policy in Kazakhstan focusing on trilingualism. Since the independence, Kazakh language has been supported to be a state language worthy of its name by the government with the policies such as legislation, education, paper work, qualification for high officials such as president, etc. However, Russian is still influential because of the large number of Kazakhs who prefer to use it in daily life and schools as well as the Russian diaspora living there. In addition, Russian has been considered to be useful for the regional cooperation in Central Asia for the relationship with Russia and other post-Soviet countries. The Kazakhstan government also recommends its nation have English competence to be competitively integrated in the global economy and international relations. Although it could be a slow process, Nazarbayev administration would pursue the ideal goal of the Trinity of languages to develop the nation``s potential for a prosperous future in Kazakhstan. However, it stays uncertain whether the trilingual competence can be realized in the near future. The trilingual model would be implemented and practised successfully, provided that enough time, financial support, motivation, as well as some strong and effective language policy established by the experts related to language policy.
