후발산업화, 신생민주주의와 복지국가: 남미와 동아시아 = Late Industrialization, Democratization, and the Welfare States: Latin America and East Asia in Comparative Perspective

국문 초록 (Abstract)

이 연구는 남미와 동아시아의 국가들에서의 복지국가의 발전과 변화에 대한 비교연구이다. 남미와 동아시아는 경제발전과 정치발전의 과정에 있어서 흔히 비교연구의 대상이 되어왔고 복지국가의 발전에 있어서도 두 지역의 비교는 매우 흥미로운 주제이다. 이 연구는 다음의 의문에 관한 연구이다. 첫째, 서구의 복지선진국에 비하여 이들 지역에서의 복지국가의 발전이 지체된 이유는 무엇인가? 둘째, 두 지역에서의 복지국가의 발전도 도입시기와 발전유형, 그리고 민주화와 세계화에 영향에 따른 변화의 방향이 다르다. 두 지역의 차이를 설명하는 요인은 무엇인가? 셋째, 남미와 동아시아는 각 지역의 단위에서는 공통점이 많지만 지역내부의 국가들 사이에는 복지제도의 발전과 변화의 과정과 유형에 상당한 차이점이 있다. 이 지역내부의 차이를 설명하는 요인은 무엇인가? 이 연구는 그 차이를 설명하는 변수로 산업화의 서로 다른 역사적 과정에서 발생하는 정치와 경제의 구조적 조건의 차이에 주목하였다. 특히 남미의 집약적 수입대체산업화(ISI)-권위주의적 산업심화(deepening)-신자유주의 개혁의 과정, 동아시아의 짧은 수입대체-권위주의적 수출지향산업화-세계화와 경제위기에의 대응하는 개혁의 역사적 과정이 야기하는 사회경제적 조건과 정치적 구조를 주요 분석의 변수로 다루었다. 이 비교분석의 과정에서 부수적으로 민주화와 세계화가 개별 국가에 미치는 상이한 결과에 대하여도 논의하였다.

Latin America and East Asia have been the two most popular areas of comparative study on their courses of economic development and political change. Comparing the welfare developments in the two regions is a new challenging subject. This comparative welfare study in Latin America and East Asia explores the answers to the following questions. Why the welfare states in both of the regions have been lagged behind the Northern and continental Europe and North America? How and why the two regions differ in terms of the characteristics, the paths, and the types of welfare development? How and why the countries in each region differ likewise? To explain the similarities and differences across and within the regions this study brought back the historical and structural variables, i.e., the different structures of the state, the civil society, and the global economy created by different paths of late industrialization, democratization, globalization, and economic liberalization
