계층분석기법을 이용한 기술혁신 실행요인의 중요도 분석 = (A) study on the operational factors for technology innovation by using AHP analysis

국문 초록 (Abstract)

최근 글로벌화 시대를 맞이하여 기업들이 치열한 경쟁과 경기침체의 현실속에서 생존과 더불어 경쟁우위를 확보하고자 혁신을 지속적으로 추구하고 있다. 특히 우리나라 기업들의 경우 외국 기업들과의 무한경쟁을 하고 있으며, 또한 외환위기와 같은 경제위기로 인해 기업의 경쟁력과 시장점유율은 점점 떨어지고 있다. 이러한 상황을 돌파하기 위해 기업들은 독자적인 연구개발능력을 통해 기술을 개발하고 기술혁신을 이루어야 한다. 이러한 기술혁신은 기업들에게 경쟁우위를 가져다주어 경쟁에서 우위를 점할 수 있는 기회를 가져다 줄 것이다. 따라서 본 연구에서는 기업들의 경쟁우위 확보의 중요한 요소로서 기술혁신을 제시하고 분석하고자 한다. 기술혁신에 대한 기존 선행연구들은 대게 기술혁신성과에 대한 영향요인과 기업의 외적인 부분과 내적인 부분으로 나누어 기술혁신성과에 대한 연구를 하였다. 그러나 본 연구에서는 이러한 연구들과는 다른 기술혁신의 실행요인들간의 중요도와 우선순위를 밝힘으로써 기업들이 보다 나은 기술혁신을 실행할 수 있도록 지원하고자 한다. 따라서 본 연구의 연구목적은 기술혁신에 영향을 미치는 요인들을 정리하고 이를 계층화시켜 모형으로 나타낸 다음 이 모형을 기술혁신을 실행하려는 또는 실행하고 있는 기업들에게 어떠한 요인들이 중요하게 나타나는지를 알아보고 보다 나은 기술혁신을 실행하고자 하는데 그 의미가 있다고 할 수 있다.
먼저 2000년도 이후의 기술혁신에 관한 국내외 선행연구를 조사한 다음 기술혁신에 영향을 미치는 요인들을 정리한 후, 전문가들과의 토의를 거쳐 중복되는 요인들을 제거한 뒤 기술혁신 실행요인에 대한 계층모형을 설계하였다. 계층모형은 상위계층으로는 조직내부, 외부환경, 핵심역량, 관계소통으로 구분하였으며, 각각의 하위계층으로는 조직내부는 최고경영자 리더십, 조직구조, 조직문화, 관리지원시스템이며, 외부환경은 정부지원, 기술변화, 수요지향, 경쟁자지향, 핵심역량으로는 지식경영, 경쟁전략, 연구개발, 관계소통으로는 네트워크, 의사소통으로 구성되어 있다. 이러한 계층모형이 도출한 후 모형을 토대로 하여 실제 기업들이 어떠한 실행요인들을 중요하게 생각하는지 중요도와 우선순위를 조사하였다. 조사대상으로는 기술혁신을 실행하고 있는 기업규모별로는 대기업과 중견기업, 중소기업을 대상으로 하였으며, 제조업과 비제조업으로 나누어 조사를 하였다. 또한 제조업내의 업종별로 자동차, 전기/전자, 기계, 철강, 금속으로 나누어 조사를 하였으며, 비제조업으로는 서비스업과 IT서비스업으로 나누어 조사를 하였다. 또한, 기술혁신의 시행기간에 따라 중요도가 어떻게 나타날지에 대해서도 조사를 하였다. 분석결과를 살펴보면, 계층모형에 대한 중요도와 우선순위 분석을 보면 상위계층은 핵심역량, 조직내부, 관계소통, 외부환경의 순으로 나타났으며, 하위계층으로는 연구개발이 가장 중요하게 나타났으며, 정부지원은 상대적으로 중요도가 낮게 나타났다. 다음으로 기업규모별 분석을 보면, 상위계층으로는 대기업, 중견기업, 중소기업 모두 핵심역량을 가장 중요한 요인으로 나타냈으며, 가장 중요도가 낮게 나온 요인은 외부환경이었다. 하위계층에 대한 우선순위를 보면, 대기업과 중소기업은 연구개발을 가장 중요한 요인으로 나타냈으며, 중견기업은 경쟁전략을 가장 중요한 요인으로 나타냈다. 그리고 대기업, 중견기업, 중소기업 모두 정부지원을 가장 중요도가 낮게 나타내었다. 제조업과 비제조업의 분석을 보면, 상위계층으로는 자동차, 전기/전자, 기계, 철강은 모두 핵심역량, 조직내부, 관계소통, 외부환경의 순으로 중요하게 나타났으며, 금속은 핵심역량, 관계소통, 조직내부, 외부환경의 순으로 중요하게 나타났다. 하위계층으로는 제조업과 비제조업 모두 연구개발을 가장 중요하게 나타냈다. 가장 중요도가 낮게 나타난 요인은 정부지원으로 제조업 및 비제조업에서 같이 낮게 나타났다. 다음으로 제조업 내 업종에 대한 분석을 보면, 상위계층으로는 자동차, 전기/전자, 기계, 철강, 금속 모두 핵심역량을 가장 중요한 요인으로 나타냈으며, 가장 중요도가 낮게 나온 요인으로는 외부환경으로 나타났다. 하위계층으로는 자동차와 전기/전자, 철강, 금속은 연구개발을 가장 중요한 요인으로 나타냈으며, 기계는 경쟁전략을 가장 중요한 요인으로 나타났으며, 전부 다 경쟁자지향과 정부지원이 가장 중요도가 낮게 나타났다. 다음으로 비제조업 내의 서비스업과 IT서비스업의 분석을 보면, 먼저 상위계층으로는 서비스와 IT서비스가 같이 핵심역량, 관계소통, 조직내부, 외부환경의 순으로 중요하게 나타났다. 하위계층에 대해 살펴보면, 서비스업과 IT서비스업 둘 다 연구개발을 가장 중요한 요인으로 나타냈으며, 두 업종 모두 다 정부지원이 가장 중요도가 낮은 요인으로 나타났다. 기업의 기술혁신의 시행기간에 따른 분석을 보면, 먼저 1년 미만에서는 조직내부가, 1년 이상 3년 미만과 3년 이상 5년 미만, 5년 이상은 핵심역량이 가장 중요하게 나타났다. 하위계층으로는 1년 미만은 의사소통이, 1년 이상 3년 미만과 3년 이상 5년 미만, 5년 이상은 연구개발이 가장 중요하게 나타났다. 또한 가장 낮은 중요도를 나타낸 요인은 시행기간별 모두 다 경쟁자지향과 정부지원으로 나타났다.
본 연구의 시사점은 다음과 같다.
첫째, 2000년 이후의 기술혁신에 관련된 선행연구를 정리하여 기술혁신에 대한 실행요인들을 추출해내고 그 요인들을 구조화하여 하나의 모형으로 만들어 요인들간의 중요도를 찾아내고 그것을 서열화했다는 것이다. 둘째, 기술혁신의 실행요인들간의 중요도와 우선순위를 파악함으로써 시사점을 제공했다는 것이다. 셋째, 본 연구는 기존의 선행연구들과는 다른 분석방법 즉, AHP기법을 사용하여 연구한 점도 다른 연구들과 차별화된 것이라고 할 수 있다. 넷째, 기술혁신을 실행하고자 하는 다양한 기업들에게 보다 쉽게 기술혁신을 실행할 수 있도록 하기 위한 하나의 틀을 제공하는데 그 의미가 있다고 할 수 있다. 다섯째, 본 연구에서 도출한 기술혁신 실행요인 계층모형은 기업들에게 기술혁신을 성공적으로 실행할 수 있도록 해주는 하나의 가이드라인을 제공해 줄 수 있다는 것이다.
본 연구의 한계점으로는 설문지 조사를 한 기업들의 대부분이 경북지역에 위치를 하고 있어 전국에 내재한 모든 기업을 대표한다라고 보기에는 곤란한 점이 있다는 것이다. 또한, 2000년 이후의 기술혁신과 관련된 선행연구들을 조사하여 정리하고 계층모형을 도출하였기 때문에 계층모델에 대한 한계가 있을 수 있다는 것이다. 그리고 본 연구에서 도출한 연구모형을 토대로 하여 대부분 대구 및 경북지역의 기업들을 대상으로 중요도 및 우선순위를 분석하였다. 그러나, 연구에서 도출한 연구모형을 조사한 기업들을 대상으로 분석한 결과를 본 것 뿐이지, 이 결과 자체가 해당기업들에게 기술혁신의 실행요인에 대한 정확한 정보를 줄 수 있다고 할 수는 없다는 것이다.
향후과제로는 본 연구에서 제시한 기술혁신 실행요인의 분석결과를 활용하여 기술혁신을 수행하려고 하는 또는 수행하고 있는 기업들이 효과적으로 사용할 수 있도록 해주는 체계적인 연구방법이 필요하다고 할 수 있다. 또한 본 연구에서 사용되어진 기법 이외에 다른 분석기법을 사용하여 기술혁신 실행요인에 대한 중요도를 분석해보고 중요도 차이를 확인해보는 연구도 필요할 것이다.
