As cities rapidly grow focusing on development and big cities expand externally, modern cities became to have urban issues and decline of city-center. Urban regeneration projects began to improve the physical environment of straggling area and vitalize society and culture by restoring relatively straggling old city-center and systematically responding to urban issues, which become more diversified every day. However, the urban regeneration strategies in Korea are mostly urban redevelopment and new street development; while the existing studies on urban regeneration are mostly on urban planning. In addition, advance strategies depending on external agencies, instead of autonomous decision or voluntary effort, have been mostly utilized in improving local straggling economy and poor living conditions.
This study was initiated by the necessity of an urban regeneration strategy for the securing of city competitiveness, which can give new image to a city based on preservation and utilization of rich cultural assets and studied urban regeneration strategy by recognizing the issues in urban development policies and plans.
The purpose of this study is drawing the execution plan of urban regeneration strategy for the Seochon area based on the implications analyzed from the six types or urban regeneration strategy by detailing the urban regeneration strategies, which actively utilize local cultural resources.
For this, this study first explored the trend by analyzing the literature on cultural urban regeneration and variety of data and a site survey was done to learn the status and impact of ongoing cultural urban regeneration strategy ongoing in Seochon area, which is the object area of this study. In addition, the status of ongoing Seochon support policy was learned by interviews with administration agencies.
This study focused on the cultural urban regeneration strategy in urban regeneration. six cultural urban regeneration strategy types, which were established based on the regeneration cases of existing cities and information classified by the types of cultural urban regeneration, were applied on Seochon area.
The six cultural urban regeneration strategy types are; ①urban regeneration strategy by making cultural facilities, ②urban regeneration strategy utilizing cultural events, ③urban regeneration strategy utilizing cultural industry, ④urban regeneration strategy utilizing local community, ⑤urban regeneration strategy utilizing space regeneration, and, ⑥urban regeneration strategy utilizing amenity. According to the result of investigation by strategy type, the six cultural urban regeneration strategy types are evenly appearing in Seochon area and the strategies show the multiplicity of spatial overlapping distribution.
Consequently, it is possible to say that the ultimate objectives of the analysis result indicated by the six cultural urban regeneration strategies are either similar or agree with each other. The final objective of them are taking the utilizing or fostering of culture and art as the beginning point of realizing local economy advance and urban regeneration. The long term development plan to improve the quality of local resident life is established by resident participation and the plan is taking an important role in the realization of urban regeneration.
According to the result of analysis by strategy type of six cultural urban regeneration strategy, Seochon can be applied of urban regeneration strategies utilizing culture dependent on each cultural characteristic and the improvement of the straggling city image by creating cultural environment can work as a positive factor. In addition, Seochon can be different from getting city competitiveness, if it would not go for complete redevelopment but would change the city space into sustainable space by combining culture with the heritage of past age or buildings from past industrialization age. The participation of residents and the reflection of their opinion are most important for the success of each strategy; therefore, the cultural urban regeneration strategy ongoing in Seochon should go on by the residents toward the direction of advancing the identity of area by considering the cultural characteristic of the area.
Based on the conclusion obtained in this study, followings are suggested for the cultural urban regeneration of Seochon.
First, local community should be vitalized by finding out more cultural resources of Seochon area.
Second, a cultural urban regeneration plan introducing variety of cultural facilities and utilizing landscape of city and nature should be made by linking it to activities based on the community awareness of Seochon residents.
Third, continuous and long term policy involving active participation of local residents is required during the execution of cultural urban regeneration strategy. In addition, the cultural urban regeneration strategy should be executed by the participation and cooperation of variety of identities such as local residents, private enterprises, local agencies and specialists.
