The starting point of Socio-economic activities and transportation means of human always starts from walking. Recognizing such an importance of walking, there have been lately a lot of efforts such as the improvement of walking environments to enhance the vitality and attraction of urban life as well as solve complex, serious transportation and environmental problems that modern city holds and implement human-oriented urban (for example, the street want to walk , cultural street, and trial project section such as walking precedence zones, etc.)
However, despite the efforts for these changes, as the urban street space is mostly filled with vehicles (including illegal parking) than people, the walking environment is still in a very bad condition that the walking activities and staying time of pedestrians within the space are getting decreased and that traffic accidents occur frequently, the walking environment is still very poor is poor.
In addition, due to the lack of standards and evaluation methods that can accurately diagnose the current state on these vehicles and pedestrian environment, the actual problem is that the bottlenecks and limitations for its decision(policy) making and business promotion coexist.
In this paper, diagnosing there is a limitation in a comprehensive and network approach for the evaluation on the existing vehicles and pedestrian environments, we're focused on developing the method to assess it in an integrated environment. The network evaluation here means the assessment of 3 dimensional level that include evaluation methods of line/axis in spatial concept as well as integration of evaluation indicators being used for vehicles and walking environment.
The additional purpose of performing the network evaluation like this entails the evaluation and analysis on pre / post monitoring effectiveness according to changes in vehicles and pedestrian environment.
In this paper, Grey System Theory (GST) was applied based on the theoretical background for network and comprehensive integrated evaluation, and the evaluation on vehicles and pedestrian environment was performed by assigning target area to walking preference zone
The time-based irregular data exists in GST like traffic data, and GST has the advantages capable of reflecting the characteristics to contain a lot of missing data out of the actual observation data, with which made it possible to perform correlation analysis between evaluation indicators and comprehensive assessment per Grey Category besides Grey model build-up per evaluation indicator.
Also, out of the AHP techniques, the basic data and analysis method are presented in the event of promoting projects with different characteristics by calculating the weights suitable to business attributes (pedestrians priority areas) using Pair-wise comparison matrix (Pair-wise).
In the space assessment, beyond the concept of "Road" and "Sidewalk", it can be differentiated with the existing researches that the evaluation on "Street Space" was performed, and it was also emphasized that the "Street Space" can be evaluated while considering regional features per use with the functions of road by introducing the concept of Link & Place in an effort to consider the characteristics of urban street
The characteristics of the urban street was considered so that the current state can be much more reflected by applying them in more details with variety than the evaluation indicators being used on a comprehensive evaluation
As a result of the comprehensive evaluation and analysis of by GST, even if the service level is the same as the operating indicators (Highway Capacity Manual) of vehicles and pedestrian environment, or relatively better, it was identified that the total score could be varied over Grey Category because the observed data is calculated after considering the weights between evaluation indicators by the range of Grey Category on the comprehensive evaluation.
Considering comprehensively these points, although the indicators on the operation of road are relatively good, in the event that the indicators on the safety of road are bad, it was known that the scores over Grey Category could be also changed, and through this evaluation method, we put a great significance that it is available to evaluate in terms of the network concept per lane (per axis) as well as to diagnose the current state per the type of urban street in the future.
In addition, when making policy decisions with the evaluation and monitoring of the pre / post effectiveness, this evaluation method is expected to be used as a means supporting a prediction in selecting a variety of alternatives.
