      다국어 초록 (Multilingual Abstract)

The Ukraine-Russia war is a symbolic reminder of the crisis facing the rules-based liberal international order that has been in place since World War II. However, it remains to be seen whether changes in the global strategic environment, including the war in Ukraine, signify fundamental changes in the international order. Has the liberal international order lost its momentum? As a key international apparatus of the current Western-centered international order, has the United Nations failed to impose effective sanctions on Russia and no longer reflected reality? Will the world order after the war in Ukraine return to a multipolar system led by superpowers? This study views that while it is necessary to discuss a potential transition of global governance in the wake of the war in Ukraine, the emergence of a new international order that supersedes the existing order is still a remote prospect. However, such changes in the global strategic environment will serve as an opportunity to reform the existing order and establish an effective international system.
