This article aims to propose the design and operation of a course to improve the educational communication competence of pre-service teachers at teacher training institutions. To this end, the author discusses the concepts and elements of educational communication competence, examines the operation status of related subjects domestically and abroad, and discusses their design, operation methods, and tasks. The author defines educational communication as communication in the education field, for the purpose of education, and from the perspective of education, based on the intention to focus discussions on teachers and consider their educational behaviors. The author then divides the elements constituting educational communication into participants in education, content of education, medium (or method) of education, and the context of education. Further, it discusses what communication competencies teachers should have in relation to each element. Next, to extract the factors that should be emphasized in designing subjects for educational communication, the author reviews the subjects of the National Institute of Education in Singapore, the University of Helsinki in Finland, Gyeongin National University of Education, and Ewha Womans University in Korea. Accordingly, it is proposed to define the nature of the course in relation to the subjects for teachers’ qualification, to differentiate the subject from similar courses, to consider the use of various educational communication media, and to balance theory and practice. Finally, it is suggested to develop a syllabus to ensure the establishment of the subject.
