This study aimed to improve the quality of university education in general by developing a teaching and learning performance index based on the PDCA model based on the analysis of the problems of the teaching and learning performance management of University A. Through literature research, a PDCA model-based performance management system and key diagnostic elements and performance indicators were derived, and content validity and field suitability were verified through expert surveys. As a result, a final performance index (draft) consisting of a total of 12 diagnostic elements and 39 detailed indicators according to Plan, Do, Check, and Act was derived. This study is significant in that it developed a specialized index unique to University A and included performance management for community connection and integrated education that University A pursues in addition to the general performance of university education. However, although the results based on the case of University A can be useful in establishing practical improvement measures for the development of university performance management criteria, it has the limitation that it is difficult to generalize the results.
