시진핑과 아베 신조의 중일 관계: 군사,안보적 고려, 지정학적 환원주의, 그리고 민족주의 게임 = Xi Jinping and Shinzo Abe`s China-Japan Relations : Security Consideration, Geopolitical Reductionism, and Nationalist Game

국문 초록 (Abstract)

기존 연구는 최근의 중일 관계 악화를 설명하는 데 적지 않은 한계를 가지며 지리적 요인을 소홀히 취급하는 경향이 있다. 본고는 중일 대립의 원천이 양국 지전략의 충돌에 있다는 가설을 제시한다. 지전략이란 군사·안보적 고려, 지정학적 인식·사고, 그리고 민족주의 게임으로 구성된다. 양국의 지전략은 마치 심리학에서 말하는 ‘그림자 투사’ 현상처럼 놀랍도록 유사하다. 첫째, 양측의 군사·안보적 고려는 제로 섬 게임의 성격을 강하게 갖는다. 일본의 대미동맹 강화는 포위망으로, 해양진출은 세력권 확장으로 간주된다. 둘째, 모두 전형적인 지정학적 환원주의에 빠져있다. 상대국이 이질적인 체제의 소유자라는 자타구분이 성행한다. 셋째, 이러한 군사·안보적 고려와 지정학적 환원주의를 저변에서 지탱하고 있는 것이 민족주의 게임이다. 특히 문제가 되는 것은 민족주의자들 간의 적대적 제휴이다. 다음 Ⅱ절에선 시진핑-아베 정권이 들어선 이래 중일 관계가 어떠한 양상을 보이고 있는지를 살펴본다. 그에 이은 Ⅲ-Ⅴ절은 지전략의 세 가지 구성요소를 각각 심도 있게 분석·고찰한다. 관계 개선을 위해서는 무엇보다 지정학적 환원주의와 민족주의 게임을 거세해 내는 일이 중요하다.

다국어 초록 (Multilingual Abstract)

Most existing researches on the deteriorating China-Japan relations take into very little account of geographical factors which are exercising increasingly profound influence on the bilateral relations as well as foreign policy makings of each country. This paper hypothesizes that the fundamental source of the bilateral conflict has been in confrontation over their geo-strategies composed of security consideration, geopolitical reductionism, and nationalist games. This case study highlighting the recent bilateral relations from Hu Jintao-Junichori Koizumi to Xi Jinping-Shizo Abe era suggests us very intriguing phenomena that both parties` geo-strategies bear astonishing similarities in particular. First, their security considerations have shared ‘zero-sum’ game logic. Second, two sides have been falling into a geopolitical reductionism that seems to be a sort of ‘shadow projection’. Third, both security consideration and geopolitical reductionism of it have been supported by deep-rooted nationalist competitions. If both China and Japan wish to improve relations, I suggest they remove the second and third components out of their geo-strategies.
