가족부양의 한계와 “혈연을 넘어선 세대통합공동체”의 모색 = Challenge of the Aging Society and a New Vision for the Elderly Support -The Welfare Paradigm of Integrated Generations Beyond the Blood Relations-

국문 초록 (Abstract)

본 연구는 우리나라에 이미 도래한 고령화 사회의 노년기 생활세계의 변화를 배경으로 노년기 가족부양의 한계를 파악하고 이를 해결할 수 있는 노인복지정책의 대안을 통해 노인복지 향상에 도움이 되는 새로운 노인복지의 비전을 제시하고자 함에 일차적 목적을 두고 있다. 인구고령화의 시대적 도전과 변화하는 가족관계에 따른 노부모 부양을 현대적으로 해석하고 실천할 수 있는 방안을 찾고자 시도하면서 가족-국가-지역사회의 연계를 통한 새로운 노인복지모형의 정립가능성에 대해 검토하였다. 특히 본 연구에서는 새로운 노인복지 패러다임을‘세대통합적’복지모형으로 제시하며 노인의 가족부양의 차원을 넘어 사회적 부양의 대안에 대해 생각해 보고 있다. 더불어“세대통합적 노인복지패러다임”에 기초하여“스스로복지 체계(self-welfare system)”와 가족-기업-지역사회-정부가 연계하여 실천할 수 있는 구체적인 실천방안으로 지역사회를 중심으로 한 “혈연을 넘어선 세대통합공동체”를 제안하며 그 가능성 또한 모색해 보고자 시도하였다. 이는 도시화, 핵가족화, 소자녀화에 의해 변화된 우리의 가족구조를 염두에 두고 동시대인이나 역사, 사회적으로 비동시적인 경험을 가진 서로 다른 세대들이 함께 의미 있는 경험을 공유하고, 혈연관계를 초월한 새로운 의미의 1-3세대간 가족공동체의 의미를 발전시키려는 방안이다. 즉 서로 다른 역사적 경험과 사회, 경제적 배경을 가진 가족과 세대들이 상호작용할 수 있는 구체적 프로그램을 제공함으로써 우리사회의 세대 간 이해를 증진시키고, 이를 통해 세대를 하나로 묶을 수 있는 새로운 의미의 노인부양문화를 정립시키고 실천할 수 있는 가능성을 찾을 수 있을 것으로 기대한다.

This study presents a new vision for the welfare of the elderly in the Korean society through a novel alternative solution to the problems of the old family supported welfare system for the elderly being surfaced in the face of the changing life style of the people in today`s industrialized, urban Korean society. This is also to provide the basic arguments necessary to create in the long run an innovative model for a new elderly welfare system cooperatively operated by the combined resources of the family, the business, the state, and the local society, overcoming the limitation of the old family based support of the elderly still prevalent in Korea today. A critical reexamination of the old family support system for the elderly at this particular juncture is also a step forward necessary for the eventual formulation of policy measures by the state and the society to produce a new viable support system for the elderly in the future. The present study thus is an inquiry into a fresh alternative approach to the problem of producing a promising alternative elderly support system in Korea through a creative alliance of the family, the business, the government, and the local society utilizing their available resources. In this study, therefore, deriving from such an inquiry, two new paradigm for the elderly welfare, “The Life-Long Consolidation Welfare Paradigm” and “The Generations Integration Welfare Paradigm”, are presented together with a concrete program to put them into practice. The study also advances the possibility of linking “a self-welfare system” based on The Life-Long Consolidation Welfare Paradigm to The Generations Integration Welfare Paradigm that should uncover an integrated family-business-local society-state welfare approach that can put into practice. Labeled as “the Welfare Paradigm of Integrated Generations Beyond the Blood Relations,” this new approach embraces three unrelated generations sharing a common, as well as an uncommon, life experience while living together as contemporaries in the same age period and working toward a community of meaningful, cooperative, and family-like contemporaries in the urbanized, fractured, and nuclearfamily based society.
