우리나라 소방조직 발전과정과 향후 과제의 고찰 = The Process of Development of Korea’s Firefighting Agency and Consideration for Future Tasks

국문 초록 (Abstract)

본 연구의 목적은 재난환경 및 사회환경 변화에 따라 육상재난대응 전문기관으로서의 역할을 수행하고 있는 소방조직의 발전과정을 살펴보고 향후 발전방안을 모색하는데 있다. 고령화, 인구감소, 폭염, 대형태풍 등 다양한 소방 정책 환경 변화에 따라 소방의 역할은 확대되고 있으며, 동시에 미래재난에 대응하기 위한 소방역량의 강화 또한 요구되고 있다. 이를 위해서는 과거의 경험과 사례를 통하여 문제점 및 개선방안을 모색하는 과정이 필요하다. 2015년 발생하였던 중동호흡기증후군(MERS, Middle East Respiratory Syndrome) 사태 대응 시 미흡한 대응으로 국민들의 신뢰가 저하되었다는 문제점이 지적되었으나, 이번 코로나19 대응에서는 과거 메르스 대응의 경험을 바탕으로 위기경보 단계(Crisis Type)별 체계적 대응 및 다양한 방역활동과 지원업무에 적극적으로 활동하였으며, 단 한명의 감염자 발생 없이 코로나19 관련 업무를 수행하였다. 과거 소방은 화재의 예방과 경계·진압이 주된 업무였으나, 구조·구급 활동으로 업무 영역을 확장하였고, 모든 육상재난의 긴급구조와 응급조치, 총괄 통제·지휘까지 수행하고 있으며, 최근에는 생활 안전활동까지 업무영역을 확대하는 등 국민안전의 최접점에 위치하고 있다. 즉, 1426년 처음으로 소방업무를 관장하는 기관인 금화도감이 설치된 이후 2017년 소방청 개청, 2019년 소방공무원의 국가직화까지 소방은 시대의 흐름과 사회적 변화에 따라 변화와 발전을 거듭하고 있는 것이다. 따라서 본 연구에서는 소방의 역사적 발전과정과 현대 소방의 역할을 살펴본 후 다양한 재난환경의 변화에 대비하기 위한 소방의 발전방향을 모색하고자 한다.

다국어 초록 (Multilingual Abstract)

The purpose of this research is to examine process of development of the fire service agency, who is serving the role of specialized organization for land disasters, and to search for ways to develop in the future. With various changes regarding the firefighting policy environment due to aging, population reduction, heat wave and major typhoons and others, the role of firefighting has been expanding while there has been the need to strengthen the capability of firefighting for future disasters response as well. This requires a need to seek for problems and improvement ways based on past experiences and cases. It has been criticized that the public’s trust has been undermined with the lacking response during the MERS (Middle East Respiratory Syndrome) outbreak in 2015, yet in this COVID-19 response, based on past MERS response experience, the firefighting responded systematically based on different crisis types and actively carried out various epidemic prevention activities and assistance - completing the COVID-19 related tasks without a single infected persons. Therefore, this research will look at the historical process of development of firefighting and the role of modern firefighting, and then search ways for them to develop in preparation for various changes in disaster environment.
