This study suggested an improvement plan for the performance measurement method of PBL, which is being promoted as a major national defense policy task, in order to guarantee the combat readiness posture of the weapon system in operation in the military since 2010, reduce the cost of equipment operation and maintenance, and increase the maintenance capability. A limitation in the past is that performance was measured based on the average equipment utilization rate, and the risk of dispersion of equipment utilization rate during the evaluation period was not effectively reflected. It is said that the performance evaluation application standards were not differentiated between grades, so there was a lack of a mechanism to induce excessive performance. To this end, the above limitations were improved by complexly reflecting the con- cepts of convexity and diminishing sensitivity, and an appropriate shape parameter setting value was found using the Weibull distribution function. In conclusion, this study devised a performance index model to optimize in the different environments of each weapon system, and presented a performance evaluation meth- od that could meet the objective by focusing on the improvement of the target utilization rate as the performance evaluation criteria.
