단말기 보조금과 이용자 차별 = Handset Subsidy and User Discrimination

This paper claims that government regulation is one of the reasons why handset subsidy causes customer discrimination and market uncertainty in mobile telecommunications. We show in a stylized oligopoly model that discrimination does not arise when the intensity of regulation is small or large but they do when it is in the middle. This is in contrast with monopoly case where discrimination does not arise for any regulation intensity. This implies that lukewarm intervention by government to block discriminatory subsidy has the effect of encouraging, not discouraging discrimination in oligopolistic market. We claim that the regulation in mobile telecommunication should target encouraging price(rate) competition insead of intervening in firms’ subsidies.

국문 초록 (Abstract)

본 논문은, 이동통신 단말기 보조금이 이용자 차별 및 시장 불확실성을 유발하는 이유가 정부의 보조금 규제일 수 있음을 이론적으로 주장한다. 독점과는 달리 과점적 경쟁 상황에서는 규제(처벌 또는 감시)의 강도가 매우 크거나 매우 작을 때에는 차별행위가 나타나지 않지만 중간 수준의 경우에는 소비자간 보조금 차별이 발생하고 사전적으로 보조금에 대한 불확실성이 발생한다. 이것은 부당한 이용자 차별에 근거해서 보조금에 개입하는 규제당국이 오히려 이용자차별을 유발한다는 것이다. 바람직한 규제방향에 대한 논의에서, 보조금 억제보다는 요금규제를 철폐하고 요금경쟁이 활성화될 수 있는 여건을 마련하는 정책을 우선 추진해야 함을 주장한다.
