The existing cultural gap between regions and social positions is getting bigger due to the centralization of culture mostly in big cities. It is noticeable that performance art in local cities among other parts of arts is underdeveloped compared to that of central cities. In order to narrow such gap, first and most importantly local cities should secure enough space and operate performance centers more effectively.
Daejeon has become the second capital city in the country as the National Government Complex opened. It is necessary that management methods for performance art centers should be drastically improved in order to supply better quality culture services to the public.
This study argued pending problems and possible improvement plans in managing the Daejeon Arts Center after investigating and analyzing the current management conditions of the center where many local performance art activities are made and the public and cultural arts meet each other like other arts centers.
The biggest root causes of the problems in Daejeon Arts Center are derived from the structure of personnel in management section. The center is run by the local government so the management seems unflcxib1e with lack of professionalism and relatively poor financial status that draw problems such as facilities maintenance, program developments, and audience attraction. The followings are possible plans for those problems:
First, it is essential that professionalism and creativeness in private sectors should be introduced through destruction of bureaucratic and stubborn structure.
Second, it is urgent that human resources in staging should be secured enough with professional knowledge in performance art.
Third, high quality cultural arts projects should he executed in order for the center itself to secure more finance.
Forth, a large-scaled reinforcement work should be started to sweep off the old image of the 20-year-old center.
Especially, the large auditorium should be specialized and characterized through special performance art genre as the small auditorium changed into a drama-only theater. Other medium sized arts centers in the city should follow this trend in order to change their old and inefficient facilities. It is deemed desirable that specialization and characterization are one of the best solutions to the development of management for arts centers in Daejeon.
Arts centers in Daejeon will no longer be known as an object of criticism which is known to waste taxes if people in related industry along with the personnel in the Daejeon Arts Center understand and accept the current problems and possible solutions. Therefore, the centers themselves wil1 be functioning as a supplier of high quality performance art, and the management of the Daejeon Comprehensive Arts Center which will be open in 2003 will benefit from the solutions.
It is with a hope that this study will contribute to the cultural living of Daejeon citizens who shall be exposed to art performances with advanced local culture.
