공연장 상주예술단체 지원제도의 현황과 발전방향 : 서울지역을 중심으로

국문 초록 (Abstract)

본 논문은 공연장과 예술단체간의 공연예술 협력프로그램 지원을 통해 전문공연예술단체의 안정적인 창작기반을 마련하고, 관객개발 및 공연장을 활성화하며 나아가 지역문화커뮤니티 활성화를 기여하고자 시행되고 있는 공연장 상주예술단체 지원제도에 관한 연구이다.
현재 중앙의 문화예술 관련기관은 문화예술 창조를 위해 예술가와 예술단체의 창작활동을 장려하고 있으며 이를 위해 예술단체의 열악한 창작환경을 개선하고자 2008년까지 한국문화예술위원회가 지원해오던 '공연예술단체 집중육성사업'을 2009년부터 ‘공연장 상주예술단체 지원제도’로 각 지역의 지역 협력형 사업으로 변환하여 지역문화재단에 이관해 시행하고 있다.
그 중 본 연구의 주요 대상은 우리나라의 대표적이고 상징적인 지방자치권역이 라 할 수 있는 서울지역을 대상으로 하고 있다. 서울지역은 우리나라의 상주예술단체가 가장 많이 활동하고 있는 지역으로 지원사업의 다양한 사례가 이루어지고 있는 지역 중 하나이다. 현재 서울지역은 서울문화재단의 ‘공연장 상주예술단체 육성지원사업’을 기본으로 예술단체에 대한 지원을 적극적으로 확대하며 활동을 진행하고 있다.
본 연구의 진행은 공연장 상주예술단체의 선행연구를 검토 후 개념과 정의, 등장배경에 대하여 살펴보고 2015년 현재 시행되고 있는 서울문화재단의 ‘공연장 상주단체 육성지원’사업을 중심으로 운영 현황을 정리해보았다. 덧붙여 서울지역 공연장별 상주예술단체 지원제도의 현황과 공연 장르별, 사업부문별 현황을 정리해 보고 서울지역 상주예술단체 우수운영사례에 대하여 분석해보았다. 그 후 전문가의 심층인터뷰를 통해 시사점 및 개선과제를 도출해보았다.
서울지역의 경우 ‘공연장 상주단체 육성지원사업’이 2015년 현재 21개 공연장과 33개 상주단체가 선정되어 각 분야별로 왕성한 활동 중에 있다. 지원분야별로는 공연예술창작활성화 13건, 지역문화커뮤니티활성화 20건이며 장르별로는 전통예술 7건, 음악 10건, 무용 4건, 연극 12건으로 조사되었다.
본 연구는 이러한 분석을 바탕으로 전문가들의 심층인터뷰를 진행하였으며 이에 대한 결과로 상주예술단체의 원활한 운영을 위해서는 공연장과 공연예술단체의 원활한 교류와 상호이해가 바탕이 되어야 하며 이를 위해 공연장과 예술단체의 제도에 대한 상호 이해와 적응의 필요성, 연속 가능한 전문 인력의 공급, 사업 기간 확대 및 사업의 연결성, 지원 금액의 확대 등이 원활한 상주예술단체 제도를 운영하는데 필요한 발전방향으로 제시하였다. 마지막 결론에서는 논문의 내용을 순차적으로 요약, 정리하였으며 연구결과에 따른 공연장 상주예술단체 발전방향에 대한 시사점 및 제언으로 마무리 하였다.
이에 대한 연구에 있어 본 연구가 부족하나마 향후 상주예술단체의 지원제도에 대한 연구보고서와 다양한 외부 연구로 이어지는데 기초자료로 활용되기를 기대해 본다.

다국어 초록 (Multilingual Abstract)

The purpose of this study was to examine the supporting systems of
performance halls for arts groups in an effort to give support to the joint
programs for performing arts between performance halls and arts organizations.
It's basically meant to furtherstable creative activities of professional performing
arts organizations, to step up the development of audience and the revitalization
of performance halls, and ultimately to expedite the revitalization of local cultural
communities.
Currently, the national government organizations, related to arts and culture,
encourage artists and arts groups to create and perform works of arts in order
to foster new arts and culture, and eventually to improve the harsh
environments of arts organizations. Specifically, the intensive promotion plan for
performing arts organizations that was funded by Arts Council Korea until 2008
was changed in 2009 into the supporting systems of performance halls for
residential arts organizations. Now the local cultural foundation in each region is responsible for this system as a collaborative local project.
The geographic scope of this study was confined to the region of Seoul that
could be regarded as the representative and symbolic self- governing zone in
our country. In Seoul, there are various cases that have supported residential
arts organizations, and more assistance is being offered for arts groups. A good
example is the promotion and support plan for residential arts organizations in
performance halls by Seoul Foundation for Arts and Culture.
The purpose of this study was to examine the concept, definition and
background of residential arts organizations in performance halls by analyzing
related earlier studies, and to organize the actual cases of supporting these
organizations including the promotion and support plan for residential
organizations in performance halls by Seoul Foundation for Arts and Culture.
And it's also meant to analyze the state of the supporting systems of
performance halls for residential arts groups in Seoul and the genres of works
of arts, and to give some suggestions on future
This study has been conducted by analyzing earlier studies of residential arts
organizations in performance halls, examining the concept, definition and
background of the organizations, and summarizing the supporting plans for
residential organizations in performance halls by Seoul Foundation for Arts and
Culture which are currently executing in 2015. In addition, the study also
organized the current state of the supporting systems of performance halls for
residential arts groups in Seoul and categorized them by its genre and business
unit. Furthermore, the study deducts implication and future challenges by having
an in-depth interview with experts.
In Seoul, the promotion and support plan for residential groups in performance
halls has been carried out by Seoul Foundation for Arts and Culture. 21
performance halls and 33 residential organizations that are selected in 2015 from
diverse fields are supported. As for the areas to be supported, 13 cases are to
dynamize the creation of performing arts, and 20 cases are to vitalize local
cultural communities. Concerning the genres to be backed up, 7 cases are
concerned with traditional arts, 10 cases are related to music,4 cases are about
dance, and 12 cases are about theatre.
Asa result of analyzing the state of the supporting systems and having an
in-depth interview with experts, it seems that smooth interchange and mutual
understanding between performance halls and performing arts organizations are
basically required to ensurethe successful management of the residential arts
groups. Regarding the right direction for the development of residential arts
organizations, mutual understanding and adjustment between them and
performance halls, supply of successively available professional human
resources,extension of business period and connectivity, and raise of supporting
fund seem to be necessary. In the conclusion part, the study has been
summarized in order and closed the study withproviding implications and
proposals of residential arts organizations in performance hallsthat were
discussed in the study.
Although there is room for improvement in this study, this study is expected to
provide useful information on the supporting systems for residential arts
organizations and to lay the groundwork for future research efforts.
