갈등적 이슈에 관한 여론 형성 및 변화 과정의 메커니즘: 프레이밍 모형 검증을 위한 패널 연구

국문 초록 (Abstract)

이 연구는 지난 김대중 정부의 통일정책 기조였던 화해협력정책에 대한 여론의 변화를 갈등적 사안에 대한 의견의 대립과 변화로 보고, 이를 설명하기 위한 이론적 모형을 제시하고 그 모형을 검증하려 했다. 특히 최근 발전되고 있는 프레이밍 이론 혹은 틀 짓기 이론을 기초로 김대중 정부의 통일정책 기조에 대한 여론의 변화 양상을 설명하기 위한 이론적 모형을 제시하려 하였다. 이는 갈등적 이슈에 대한 여론변화의 복잡한 양상을 설명하기 위해서는 프레이밍 이론이 제기하는 일련의 개념들 즉 언론의 프레임, 수용자 프레임, 그리고 프레임 설정 과정, 그리고 언론과 수용자 프레임의 상호작용 등과 같은 이론적 자원이 필요하다는 인식에 근거한 것이다. 김대중 정부의 통일정책에 대한 여론의 변화와 같은 갈등적 이슈에 대한 복잡한 여론의 변화를 설명하기 위해서는 이 갈등적 이슈에 대한 시민의 인식이 형성되는 과정을 직접 추적해야 하며, 이를 위해서는 프레이밍 이론의 접근방법이 필수적이라고 본다. 연구결과 뉴스 프레임의 구성과 이에 대한 시민의 해석적 프레임의 형성이 통일정책에 대한 의견에 일정한 영향을 끼치는 것을 확인했다. 연구결과를 통해서 우리 사회 내부에서 이념적, 지역적, 세대적으로 분열되어 대립하는 양상을 보이는 대표적인 갈등적 이슈인 통일 정책에 대한 커뮤니케이션과 딜리버레이션을 통해 사회적 합의를 도출할 수 있는 현실적 방안을 제시하고자 했다.

A Structural Mechanism of the Public Opinion Process about Conflictual Issues: A Study to Test the Framing Model of Public Opinion Change

This study explored the role of the mass media and the interpretive frames represented in the media in the formation of individuals' opinions about the Engagement (a.k.a. the Sunshine) policy. A process model was suggested to account for the influence of interpretive frames, which in turn is assumed to interact with the media frames media, upon individuals' opinions while the impacts of the other explanatory variables of the individual differences were controlled for. A content analysis was conducted to construct the media frames. And a sample of 800 survey respondents were recruited to test the framing model of individual opinion processes. It was found that while controlling for the impacts of other explanatory variables on opinion, the interpretive frames still exerted influences on the opinion about the Engagement policy. The findings were discussed in terms of the formation and changes of the Engagement policy in Kim Dae Jung and Roh Moo Hyun's government and the citizens' perception and interpretation of the policy.
