미국 가톨릭의 사회복지 참여와역사적 쟁점에 관한 고찰 = A Study on the Social Welfare Participation and Historical Issues of Catholicism in the United States

This article explores the United States’ case to examine the identity and role of religion in social welfare activities. I have summarized the historical issues of American social welfare by examining the Catholic responses to the American social welfare policies, which were around two welfare reform periods. First, in the 1930s, the US federal government expanded its social welfare programs through the New Deal. In the background, Catholics began to actively participate in social welfare activities and formed an organization. Around the welfare reform of the 1990s, the government’s attempt to reduce welfare and Catholic’s opposition to it were sharply confronted. At that time, Catholics took an ideological principle in social doctrines, and the bishops and the Catholic Charities organized in a systematic manner. The issues of its process was followed by the understanding of T. Massaro, a social ethicist, and I presented some implications from the case of the United States.

국문 초록 (Abstract)

본고는 사회복지활동에 참여하는 종교의 정체성과 역할에 대해 고찰하고자, 미국의 사례를 탐구하였다. 두 차례의 복지 개혁 시기를 중심으로 변혁된 미국의 사회복지정책에 대해 가톨릭이 취한 대응 방식을 여러 문헌을 통해 살펴봄으로써, 미국 사회복지의 역사적 쟁점에 대해 밀도 있게 정리하였다. 우선 1930년대는 뉴딜 정책을 통해 미국 연방정부가 사회복지 프로그램을 확장하는 시기였으며, 이를 배경으로 가톨릭은 사회복지활동에 적극 참여를 시작하고 조직을 형성하였다. 1990년대 복지 개혁 시기에는 복지를 축소하고자 하는 정부와 이를 저지하는 가톨릭의 입장이 날카롭게 대치하였다. 이때 가톨릭은 사회교리에서 이념적 원리를 취했고, 주교집단과 가톨릭 사회복지회를 중심으로 조직적으로 대응해 나갔다. 이 과정의 쟁점을 사회윤리학자 마싸로의 해석에 따라가 보고, 미국의 사례에서 얻을 수 있는 몇 가지 함의들을 제시하였다.
