소방 초급지휘관 자격인증 평가지표 개선에 관한 연구

In response to increasingly diverse and complex disasters, the Fire Department has actively trained fire commanders through the 'Field Commander Qualification Certification System (FCQCS)' since 2020. The core of FCQCS is an evaluation contents produced for each rank and role of each fire commander. The training and evaluation according to FCQCS are operated based on evaluation indicators. This study proposes a refined evaluation table based on Focus Group Interview(FGI) and Analytic Hierarchy Process (AHP) survey. While initial commanders view the entry-level commander qualification system positively, an analysis reveals differences in the required evaluation indicators for entry-level commander certification compared to the perceptions of entry-level commanders. No research has been conducted on the evaluation items since the system's implementation in 2020. The current point allocation for the entry-level commander qualification evaluation index is based on competencies prioritized by entry-level commanders, resulting in disparities. AHP survey targeted commanders with initial commander qualification certification to assess the point distribution in the initial commander evaluation index. The findings propose an improved evaluation index, emphasizing differences between existing indicators and the priorities of initial commanders. The primary reason for these disparities is the system's emphasis on procedural aspects in training and evaluation, while initial commanders prioritize their responsibilities. Notably, initial incident commanders prioritize both firefighter safety and the lives of those being rescued. Adjusting the points for firefighter safety in the qualification evaluation of initial commanders is essential. 

국문 초록 (Abstract)

재난발생 유형이 대형화, 복잡화됨에 따라 육상재난총괄기관인 소방에서는 국민의 생명과 재산을 보호하고자 지난 2020년부터 ‘현장지휘관 자격인증제도’ 를 도입하여 재난현장에 강한 소방지휘관을 양성하기 위해 힘쓰고 있다. 현장 지휘관 자격인증제도의 핵심은 각 소방지휘관의 계급 및 역할 별로 제작된 평가 항목이나, 제도가 시행된 이후 평가항목의 타당성과 개선은 이루어지지 않고 있다. 따라서 본 연구에서는 현장지휘관 자격증을 취득한 소방지휘관을 대상으로 심층인터뷰(FGI)와 AHP 분석을 통해 평가항목을 검증하고, 평가항목의 가중치를 새롭게 제안하였다. 초급지휘관들은 초급지휘관 자격인증제도의 효용성과 실효성을 긍정적으로 평가하나, 초급지휘관 자격인증에 필요한 평가지표의 배점은 초급지휘관들의 인식과 차이가 발생하는 것으로 분석되었다. 초급지휘관 자격인증제도가 2020 년 시행된 이후 초급지휘관 자격인증제도의 평가 항목에 관한 연구 및 검증이 이루어지지 않았으며, 현재의 초급지휘관 자격인증 평가지표의 배점은 재난현장에서 초급지휘관들이 우선시하는 역량과 차이가 발생한 것으로 분석되었다. 초급지휘관 자격인증을 취득한 지휘관들을 대상으로 초급지휘관 평가지표에 배점에 대해 AHP 설문을 수행하고 개선된 평가지표를 제안하였다. 현재의 평가지표의 배점과 초급지휘관들이 평가하는 우선순위에는 차이가 발생한 것으로 분석되었다. 우선순위에 차이가 발생한 주요 이유는 자격인증제도에서 실시하는 교육 및 평가는 초급지휘관의 임무 및 역할과 함께 절차적인 부분을 강조하고 있으나, 초급지휘관들은 자신의 임무를 절차적인 부분보다 우선시하기 때문인 것으로 판단된다. 특히, 초급지휘관은 구조대상자의 생명만큼이나 소방대원의 안전에 각별한 신경을 쓰는 것으로 분석되므로 초급지휘관 자격인증 교육 및 평가에 있어 소방대원 안전 부분 항목의 배점을 상향하는 것이 필요하다
