This study examines factors affecting turnover intention among civil servants, comparing Generation X and the MZ generation, and suggests solutions for recent turnover issues in the public sector. It identifies organizational factors (transformational leadership of superiors, satisfaction with pay, work and life balance(WLB)) and job-related factors (job satisfaction, public service motivation(PSM), role ambiguity) as key influences. Using 2022 data from the Korea Institute of Public Administration, the study analyzes their relationships with turnover intention. the study finds that supervisor’s transformational leadership negatively impacts turnover intention only for the MZ generation, while PSM positively influences turnover intention only for Generation X. Role ambiguity increases turnover intention in both generations, but this effect is stronger for Generation X. Satisfaction with compensation and job satisfaction both negatively impact turnover intention for both generations, with no significant generational difference. The study highlights the need for tailored approaches to address turnover and proposes management strategies accordingly.
