지방정부의 지역관광조직 구성정책 결정과정에 관한 연구 : Kingdon의 정책흐름모형을 중심으로 = A study on local government's policy making process for constructing regional tourism organization : application of Kingdon's policy stream framework

Regional tourism organizations are drawing attention which can strengthen the tourism policy capabilities of local governments in line with changes in the tourism market trends towards individual travel and local-based tourism. The number of regional tourism organizations is increasing every year at various regional levels, but the problem has been raised that it is constructed through irrational policy-making processes driven by rapid environmental changes, election pledges by local heads, and interests of local policy actors. In recognition of this problem, the purpose of this study is to analyze the local government’s policy-making process for constructing regional tourism organizations by applying Kingdon's policy stream framework.
In the literature review, the concepts of the construction policy of regional tourism organizations, policy-making process, policy stream framework and the related precedent studies were discussed and summarized. Based on such discussion, a research model was presented reflecting the characteristics of regional tourism organization construction policy. The research model consisted of factors such as three separate streams – problems, policy alternatives, and politics, policy entrepreneurs, policy windows, and policy output. Research questions were stated to analyze how three streams connect to open the policy windows and finally achieve the policy output, and to figure out the role of policy entrepreneur in such process. For the analysis, Yin’s case study method was employed and the construction policy process of the Seoul Tourism Organization led by the Seoul Metropolitan Government was selected as a research case.
The results of this study include the followings. First, analysis factors of the problems stream have positively contributed to creating a strong problem stream. Features such as diversification of the tourism market, revitalization of local tourism’s qualitative growth, and awareness of public concerns were generally found in tourism market indicators, tourism financial indicators, tourism-related events, and tourism organization evaluation feedback. Second, analysis factors of the policy alternatives stream have contributed to forming a significant stream while several policy alternatives went through a competitive process as the policy window for policy agenda setting has opened. Third, analysis factors of the politics stream have contributed to forming a unified political flow. Fourth, the mayor of Seoul played a role as a policy entrepreneur in opening a policy window in the connection process of three individual streams which had indirectly affected the policy alternative supported by the Seoul Metropolitan Government to be adopted as the final policy outcome. Fifth, the first policy window of policy agenda setting was opened when the problem stream and politics stream connected. As the window opens, the policy alternative stream has quickly joined and the policy window of policy decision can be opened with the indirect role of the policy entrepreneur. Sixth, the Seoul Tourism Organization was constructed as the policy outcome which came along with the institutionalization passing the Seoul City Council.
Taken together, the policy-making process for constructing a regional tourism organization in Seoul showed the characteristics of the irrational policy-making process presented by the policy stream framework which also confirmed the importance of the politics stream and the role of policy entrepreneurs. These findings confirmed that the policy-making process for constructing the regional tourism organizations can be explained by a policy stream framework, a representative model that explains the irrational policy-making process.
The theoretical contributions of this study include expanding the applicability of the policy stream framework in the tourism policy area, expanding the theoretical scope of the framework explaining irrationality in the policy-making process, and restructuring the analysis factors applying the policy characteristics of constructing regional tourism organizations.
The study also provides practical implications for local governments aiming to construct regional tourism organizations. Local governments should intentionally strengthen the policy alternative stream as the policy window could be opened by the combination of policy problem stream and politics stream, actively mobilize interest groups, expert groups and the media, recognize the importance of political sensitivity and the indirect role of the policy entrepreneurs in such policy-making process.
For limitations of the study, limitation of limited generalization, data collection and the application of some detailed analysis factors were raised.
In conclusion, the policy-making process of the local government's constructing regional tourism organization shows the characteristics of the irrational policy-making process. It was confirmed that the role of politics stream and policy entrepreneurs plays a large role, and that policy outcome is made by a coincidental combination of each stream rather than through a reasonable policy-making process. Based on the findings of this study, it is expected that further empirical studies on the policy-making process of tourism organizations process will continue in various tourism policy areas.

국문 초록 (Abstract)

개별여행 중심의 관광시장 변화와 지방분권 및 지역균형발전이 강조되는 시대의 흐름에 따라 지방정부의 관광정책 역량을 강화하기 위한 지역관광조직이 주목받고 있다. 전국적으로 다양한 지역 단위에서 매년 지역관광조직의 수가 증가하고 있으나, 충분한 타당성 검토와 시장조사와 같은 합리적 정책결정과정이 아닌 급격한 환경변화 혹은 지방자치단체장의 선거공약, 지역 정책행위자들의 이해관계 등에 의해 비합리적 정책결정과정을 통해 구성된다는 문제점이 제기되고 있다. 이러한 문제 인식에서 본 연구는 비합리적 정책결정을 설명하는 연구모형인 Kingdon의 정책흐름모형을 적용하여 지방정부의 지역관광조직 설립을 위한 구성정책의 정책결정과정을 분석하는 데 연구의 목적을 두었다.
이론적 고찰에서는 지역관광조직의 구성정책, 정책결정과정, 정책흐름모형과 지역관광조직 및 정책흐름모형 관련 선행연구에 대한 논의를 정리하였으며, 이를 바탕으로 지역관광조직 구성정책의 특성을 반영한 연구모형을 설계하였다. 연구모형은 기존 정책흐름모형의 선행연구들을 기반으로 정책문제흐름, 정책대안흐름, 정치흐름, 정책기업가, 정책의 창, 정책산출로 구성하고 각각의 세부요인을 구성하였다. 연구문제는 지방정부의 지역관광조직 구성을 위한 정책결정과정에서 정책문제흐름, 정책대안흐름, 정치흐름의 세 가지 흐름들이 어떻게 결합하여 정책의 창이 열리고 정책산출이 이루어졌는가를 분석하고 또한 이 과정에서 정책기업가의 존재유무와 역할은 어떠했는지를 분석하는 것을 목적으로 하였다. 연구방법은 Yin의 사례연구법을 적용하였으며, 연구대상으로는 서울특별시의 지역관광조직인 서울관광재단의 설립 사례를 설정하였다.
분석결과를 정리하면 첫째, 정책문제흐름에서는 각 세부 분석요인들이 강력한 문제흐름을 생성하는데 긍정적으로 기여했다. 관광시장 다변화, 지역관광 활성화, 질적 성장, 공공성 강화 등의 특징이 정책문제흐름의 세부분석요인인 관광시장지표, 관광재정지표, 관광관련이벤트, 관광조직평가환류에서 전반적으로 나타났다. 둘째, 정책대안흐름의 세부 분석요인들이 유의미한 흐름을 형성하는데 기여했다. 서울관광마케팅주식회사를 새로운 관광조직형태로 전환하자는 정책의제의 창이 열리자 여러 관광조직대안들이 제시되기 시작했고 실질적인 정책결정의 창이 열리기 전까지 각 대안들이 경쟁 과정을 거쳤다. 셋째, 정치흐름에서 각 세부 요인들이 하나의 통일된 흐름을 형성하는데 긍정적으로 기여하였다. 넷째, 세 가지의 흐름이 개별적으로 형성되고 결합하는 과정에서 서울시장이 공식적 행위자이자 간접적인 정책기업가로서 서울시가 지지하는 정책대안이 채택될 수 있도록 정책의 창을 여는 역할을 하였다. 다섯째, 정책의 창은 정책의제의 창과 정책결정의 창으로 구분되며, 먼저 정책문제흐름과 정치흐름이 만나며 기존 서울시의 지역관광조직인 서울관광마케팅주식회사의 구조적 문제를 해결해야 한다는 정책의제의 창이 열렸고, 이후 빠르게 정책대안흐름이 합류하고 정책기업가의 간접적이자 촉진적 역할이 더해지며 최종적인 정책결정의 창이 열릴 수 있었다. 여섯째, 이러한 과정을 통해 열린 정책결정의 창에서는 최종 정책산출로 「서울관광재단 설립 및 운영에 관한 조례」가 시의회를 통과하며 제도화가 이루어졌다. 또한 해당 조례를 바탕으로 실제 조직인 서울관광재단이 2018년 4월 설립되어 서울 관광산업 진흥 및 지역경제 활성화를 목적으로 하는 사업들을 실행하는 주체로 창립하고 운영될 수 있었다.
종합하면, 서울시의 지역관광조직 설립을 위한 정책결정과정은 Kingdon의 정책흐름모형에서 제시하는 비합리적 정책결정과정의 특징을 나타냈으며, 정책기업가의 간접적 역할 또한 확인할 수 있었다. 이러한 연구결과는 지역관광조직 구성정책의 정책결정과정을 비합리적 정책결정과정을 설명하는 대표적 모형인 정책흐름모형으로 설명이 가능함을 확인하였으며, 특히 정치흐름과 정책기업가의 역할이 주요하게 작용한다는 선행연구의 연구결과를 지지하는 결과를 나타냈다.
본 연구의 분석결과를 통한 이론적 기여는 관광정책영역에 있어 정책흐름모형의 적용 가능성을 확인하였으며, 정책결정과정에서 나타나는 비합리성을 설명하는 해당 이론의 이론적 적용 범위를 확장하였고, 정책흐름모형에서 제시되는 기본적인 분석요인들을 지역관광조직 구성정책의 영역적 특성을 반영하여 재구성하여 이론의 분석적 설명력을 확장하였다는 것이다.
또한 지역관광조직 구성정책의 주체가 되는 지방정부를 대상으로 제시된 실천적 시사점으로는 지방정부가 지역관광조직을 구성할 때 이처럼 제한된 합리성 요소에 대해 이해하고 합리성을 회복하여 실무에 재연하는 과정이 필요하다는 것을 제시하였다. 구체적으로는 정책문제흐름과 정치흐름의 결합만으로도 정책의 창이 열릴 수 있기에 정책대안흐름을 의도적으로 강화할 필요가 있으며, 정책대안경쟁과정에서 이익집단과 전문가집단, 언론 등의 적극적인 동원이 필요하며, 정치흐름과 정책기업가의 중요성을 확인하여 정치적 민감성을 제시하였고, 정책기업가의 간접적이고 제한적인 역할도 정책의 창을 열고 정책산출을 만드는데 기여할 수 있다는 것을 제시하였다.
연구의 한계로는 제한된 일반화의 한계, 자료수집의 한계, 일부 세부분석요인 적용의 한계 등이 제기되었다.
결론적으로, 지방정부의 지역관광조직 구성정책의 정책결정과정은 비합리적인 정책결정과정의 특징을 보여준다. 정치흐름과 정책기업가의 역할이 크게 작용하며 합리적인 정책결정과정을 거치기보다 각 흐름의 우연한 결합으로 정책산출이 이루어지는 것으로 확인되었다. 이러한 연구결과를 바탕으로 앞으로 다양한 관광정책영역에서 구성정책과 정책결정과정에 대한 경험적 연구가 지속적으로 이루어지기를 기대한다.
