개발도상국 도시문제 해결을 위한 토지구획정리 개발방식의 적용가능성 연구: 인도네시아 자카르타를 중심으로 = A Study on the Feasibility of Land Readjustment Methods for Urban Problems in Developing Countries: Focusing on Jakarta, Indonesia

다국어 초록 (Multilingual Abstract)

Jakarta, the capital city of Indonesia has been undergoing serious social problems caused by rapid urbanization. Due to customary land titles and problems occurred in development process, Jakarta city reached the limit of urban development. This study aims to identity land development problems of Jakarta and utilize Korean land readjustment development methods so that they can improve the problems of housing supply and inferior residences. As a result of the analysis, the tasks to do with top priority in solving inferior housings in Jakarta are induced. They include funding for projects, obtaining project sites, clarification of land ownership and land tenures, supply of social housing, Gentrification, and speculative investment. It is analyzed that these tasks can be solved by applying Korean land readjustment methods. But Privatization of development gains and land speculation should proceed with the project after the pre-emptive measures. It was analyzed to be desirable for achieving the project objectives. If Jakarta applies Korean land readjustment project model, they need to be aware of such restrictions and establish policy strategies to deal with such problems.

국문 초록 (Abstract)

인도네시아 수도 자카르타는 급격한 도시화로 심각한 사회문제를 겪고 있다.
관습적 토지등기 및 개발과정의 문제로 자카르타 도시개발의 한계에 직면하였다.
본 연구는 자카르타 토지개발의 문제점을 한국의 토지구획정리 개발방식을 적용하여 주택공급 및 불량주거지 개선에 활용하기 위함이다. 분석결과 자카르타의 불량주거지 개선사업에서 우선적으로 해결해야 할 사업과제로 프로젝트를 위한 재원조달, 사업부지 확보, 토지소유권 및 점유(land tenure)의 명확성, 사회적 주택(social housing) 공급, 젠트리피케이션(Gentrification) 및 투기문제가 도출되었다.
이 문제들은 한국의 토지구획정리 개발방식의 적용으로 문제해결이 가능할 것으로 분석되었다. 다만 개발이익의 사유화 및 토지투기는 선제적 수단을 마련한 후 사업을 진행하는 것이 사업목적 달성에 바람직할 것으로 판단된다. 따라서 자카르타가 한국의 토지구획정리사업의 모델을 적용할 경우 이러한 한계점의 가능성에 주목하고 대응하는 정책적 전략이 필요하다.
