푸코(Foucault)의 ‘문제화’ 방식으로 스마트시티를 사유하기 = Thinking about Smart City in the way of M. Foucault’s ‘Problematization’

다국어 초록 (Multilingual Abstract)

This study will be analyzed by Foucault’s method of problematization, apart from main discourse on smart cities promising environmental sustainability and economic revitalization in the future. On the basis of such analysis, this intends to reveal that the emergence and practice of smart city is a historical component led by neoliberal economical order and governmentality. There are two effects gained from smart city by thinking problematically.
Essential to the concept of “problematization,” which is concerned with how and why, at specific times and under particular circumstances, certain concept is are questioned, it will make the discourse on smart city to be focused in the social level of the subject, strategy, and the effect of power, not focusing on administration of city as an automated management system. Secondly, if the core technologies that are premised on smart city are brought to the social level not because of abuse of the technology but because of the intrinsic characteristics of the technology, it can be revealed that smart city is both a means and goal, and effect of governmentality based on neoliberal economical order. When our social reality and the conditions existence are constituted in the strong magnetic field of the era of science and technology, it is necessary that the risks implied by the smart city should be treated much more critically. In this respect, This study of smart city based on the way of problematization will renew the old question about what kind of life to live by responding to social problems and reacting to the effect of power of it.

국문 초록 (Abstract)

본 연구는 환경지속성과 경제 활성화를 강조하는 스마트시티의 주류 담론과는거리를 두고 푸코(Foucault)의 문제화(problematization)의 방식에 기반을 두어 스마트시티의 출현과 실천이 신자유주의적 경제 질서와 통치성이 이끈 역사적 구성물임을 밝히고자 한다.
문제화의 방식으로 스마트시티를 사유함으로써 얻게 되는 효과는 크게 두 가지이다. 첫째, 특정한 현상이 어떻게, 왜 그 시대의 문제가 되었는지에 관한 역사적조건을 탐구하는 문제화의 방식을 통해 자동관리체계로서의 스마트시티의 기능이아닌 그것의 주체와 전략, 권력의 효과를 집중적으로 다룰 수 있을 것이다. 둘째, 스마트시티가 전제하는 핵심 기술들을 사회적 차원에서 문제화함으로써 해당 기술의 오남용의 문제가 아닌 그 내재적 특성에 의해서 스마트시티가 신자유주의질서에 기반을 둔 현대적 통치성의 수단이며 목표, 동시에 효과가 된다는 것을사실을 밝힐 수 있을 것이다. 과학기술 시대라는 강력한 자장 안에서 스마트시티가 우리의 사회적 현실과 실존의 조건이 될 때, 그것이 함축하는 위험이 기회의설파보다 비판적으로 다루어져야 함은 당연한 일이다. 그러한 의미에서 문제화의방식에 의한 스마트시티의 연구는 이를 사회적 문제로 대응하고 권력의 효과로반응함으로써 어떠한 삶을 살 것인가에 대한 오래된 질문을 새롭게 반복하게 할것이다.
