예비군의 복지·사기 증진 방안에 관한 연구 = A study on policy alternatives for improving social welfare and morale of the Korean reserve forces

국문 초록 (Abstract)

우리나라의 예비군은 창설 이후 향토방위와 경제건설 현장에서
괄목할만한 성과를 거두고 있지만 복지수준은 북한군이나 외국의
예비군에 비해 매우 열악한 수준이다. 이에 본 연구는 북한군 예
비전력 대비 수적으로 열세한 우리나라 예비군의 전투력 증강에
기여할 수 있는 복 지 · 사 기 정책의 발전방향을 제시하는 데 목적
을 둔다. 이를 위해 1차 설문조사를 실시하여 19개 복지증진 요소
를 도출하고 2차 설문조사를 통해 변수들의 우선순위를 분석하였
다. 설문은 충청지역 일대의 종합훈련장과 동원훈련장에서 동원지
정 및 동원미지정 예비군 315명(동원지정자 156명, 동원미지정자
159명)을 대상으로 하였으며 260명의 응답자 중 유효한 설문지
249개를 분석하였다. 자료 분석은 SPSS 18.0 Window 프로그램
을 이용하였다. 분석결과를 요약하면 다음과 같다.
우선순위 1번은 일일 훈련보상비 인상, 2위는 군복무 가산점 제
도 시행, 3위는 개인화기 교체, 4위는 식사의 질 개선, 5위는 교보
재 교체 순으로 나타났다. 우선순위 6번에서 10번까지는 숙소시설
개선, 공공요금 할인혜택 부여, 훈련장 현대화, 화장실 시설 개선,
학자금 지원(장학금, 무이자 대출) 순으로 나타났다. 11번에서 19
번까지는 개인장구류 개선, 복지회관과 휴양소 건립, 식당시설 개
선, 재해보상금 인상, 포상제도 확대, 예비군의 날 행사 확대시행,
신분증 발급, 해외 파병시 예비군 포함, 예비군만의 복장 지급 등
이었다. 과거 전사나 향후 전쟁양상을 볼 때 첨단 무기체계가 위
력을 과시해도 민군작전, 특수작전 분야에서는 ‘인간 위주 작전활
동’의 중요성이 부각될 것으로 예상되는데 예비군을 상비군의 보
조적인 역할에서 상비군의 동반전력으로 정예화하기 위해서는 우
선순위가 높은 복지요소들 부터 순차적으로 추진해야 할 것으로 사료된다.

다국어 초록 (Multilingual Abstract)

ROK Reserve forces have demonstrated remarkable
achievement since their establishing. However, the quality of
Morale, welfare and Recreation(MWR) for the Reserve forces
fell far behind than that of North Korea or other countries.
The purpose of this thesis is to suggest the directions for
developing MWR policies to strengthen combat capabilities of
numerically inferior Reserve forces of ROK. Method of research
are as follows; derive 19 factors to improve the quality of
MWR through the first round of survey and than analyze the
priority of those factors through an additional survey. 315
reserve troops were subject for surveys (including 156
mobilization designee and 159 non-mobilization designee) and
249 valid questionnaires were analyzed from 260 respondents.
In addition, survey were conducted in consolidated training sites
in vicinity of Chung-cheong Province. SPSS 18.0 Window
program was utilized for data analysis, The results showed that the top priority is the increase of
compensation for daily training, second priority is the
implementation of merit point institution for military service,
third priority is the replacement of individual firearm, fourth
priority is the improvement of meal quality and fifth priority is
the replacement of training aids. from the sixth to tenth
priorities, it is included barrack facility improvement. giving
discount benefit of public utility charge, modernization of
training ground toilet facility improvement, academic expense
support(scholarship, no interest loan). from the eleventh to
nineteenth priorities, it is personnel equipment improvement,
building welfare assembly hall and rest center, eating facilities
improvement, disaster/accident compensation increasement,
reward system expansion, extended enforcement of reserve
forces day, issuing identification, involving reserve force when
sending troops overseas, providing reserve force uniform
Considering history of warfares and future battle aspects, the
states-of-the-art weapon systems may dominate battlefields,
however Civil Military Operation and Special Operation require
"man-centered operation." In other to transform the Reserve
forces from their supportive role to elite forces accompanying
forces. MWR factors must be sequentially provided in the order
of higher priority.
