韓國의 製造業 空洞化 現狀과 對應戰略 = Strategics Management of Hollowing-out of Manufacturing Industry in Korea

국문 초록 (Abstract)

한국은 지난 30여 년 동안 지속적인 공업화와 수출증대를 정책 기조로 하여 경제개발계획을 추진함으로서 고속성장을 이룩하였다.
그러나 현재 국내외적인 기업경영환경의 변화와 국제경기의 침체 속에 효과적으로 대응하기 위한 방안으로 해외투자활동을 적극적으로 활용하고 있다.
초기에는 대기업 위주의 해외직접투자활동이 지난해부터는 중소기업의 해외투자가 금액이나 건수 면에서 대기업을 초과하기 시작하였다.
이러한 중소기업의 해외투자가 활성화되면서, 현재 우리나라 중소제조업을 상대로 수출입은행, 기업 은행 등의 기관에서 설문조사한 결과 해외직접투자국가로서 가장 큰 비중을 차지하는 국가는 중국인 것으로 나타났다.
그러나 중국에 진출한 중소기업들이 늘어남으로서 중국진출에 따른 여러 가지 제반사항에 대한 문제점이 발생하게 되었으며, 이로 인한 국내 제조업의 공동화현상이 급속도로 가속화되고 있다.
이미 제조업 공동화 현상의 영향으로 경기침체를 겪은 미국이나 일본 등 선진공업국에서 실시한 제조업공동화 대응 사례를 살펴봄과 동시에 정책적인 대안을 강구하여 한국제조업공동화 대응전략을 제시하였다.

For the last 30 years, Korea has achieved high-speed growth by promoting economic development plans based on continuous industrialized and export-oriented economic polices.
Currently, however, we are utilizing overseas investments actively to cope with changes in external business environment and the depression of international economy.
In the past, overseas direct investments have been mainly by large-sized companies are exceeding those by large companies in terms of amount and the number of cases.
According to the result of surveys by institutions such as the Export-Import Bank and the Industrial Bank of Korea, as overseas investment by small and medium companies are being activated, China was found to be the biggest target country for overseas direct investment.
With the increase of the number of small and medium companies advancing to China, however, various problems are emerging and the domestic manufacturing industry is rapidly becoming hollow.
Thus the present study examined how developed industrial countries such as the U.S. and Japan, which already experienced economic depression caused by the hollowing-out of the manufacturing industry, responded to the hollowing-out of their manufacturing industry, and proposed a number of policies to cope with the hollowing-out of the manufacturing industry in Korea.
