체제 전환 이후 폴란드 정치 변동: 1997-2001 = Political changes after the transformation in Poland(3): 1997-2001

다국어 초록 (Multilingual Abstract)

The aim of this study is to analyze returning to the political powers of the new rightist parties and leftist socialist parties through the general election in 1997, 2001 and the presidential election in 2000. Poland underwent substantial changes in her political sphere since the transformation begun in 1989. In the process of the democratization facilitated by the Round table the existing political parties ceased to exist and the new political parties and leaders took there place in the general in 2001, the new leftist parties returned brilliantly to the stage of political powers according to the general election.
The consequences and victorious aspects of the new leftist parties in the presidential and general elections are as follows;
Firstly, the line that connects with the past and the basis of liberalistic reformation were not in the saddle yet in the Polish society.
Secondly, the incapacity, accumulation of wealth by illicit means, struggle for power showed by the rightist parties in the period of grasping political power became the resentment and despair for the Poles.
Thirdly, the actual consequence after transformative endeavor of new leftist parties.
The kernel of political structure as president, cabinets, parliament is occupied by the new leftist political authority and in the vision of new government, the conversion into the market economy which was driven by the political powers based on the free trade union is th break. Abrupt political changes are to affect economic, social, cultural and other spheres of the Polish society.

국문 초록 (Abstract)

1966년 로마 가톨릭교를 수용함과 동시에 건국한 폴란드는 중세와 근세시기에 중동부 유럽에서 가장 영향력 있는 기독교 왕국이었다. 그러나 귀족 세력의 집단 이기주의와 러시아, 오스트리아, 프로이센 삼국에 의한 세 차례의 분할 점령으로 인하여 1795년부터 1918년 다시 독립을 회복할 때까지 123년 간 유럽지도상에서 사라지게 되었다. 제 1차 세계대전 종전과 함께 독립을 되찾은 폴란드는 21년간 신생독립국으로서의 걸음마 단계를 벗어나지 못한 채 1939년 9월 히틀러와 스탈린의 양면 침공으로 다시금 분할 통치되었다. 6년간의 끊임없는 민족해방운동의 결과로 독일의 패망과 더불어 다시 해방되었으나 이번에는 사회주의 국가인 소련의 영향권에 편입되고 말았다. 이후 40여 년간 소련을 추종하는 폴란드 통일 노동자당에 의한 일당독재체제로 운영된다.
1980년대 중반부터 시작된 고르바초프의 개방개혁 정책, 솔리다르노시치를 중심으로한 반공산주의 민주화운동 등으로 40여 년간 폴란드를 통치한 공산주의 일당독재체제가 붕괴하고 1989년 체제전한이 이루어 졌다.
본 논문은 이후 2001년까지 4차례의 국회총선거와 2차례의 대통령선거를 통하여 SLD를 중심으로 한 좌파정부와 솔리다르노시치 계열의 우파정당들과의 대립관계와 그들의 선거전략, 프로그램등을 알아보고 선거분석을 통하여 성공과 실패요인들을 살펴보고자 한다.
