Recently, the major current issues to be recognized in East Asia are low fertility, aging and expansion of gap. Due to the result of the expansion of globalization, problems that are mixed with modern stress and social pathological phenomena tend to be expressed in local communities. Particularly, the crucial social policy issues in South Korea and Japan are the increase of poverty rate of wage workers and self-employed workers, the poverty of the female household, the increase of the couple with dual income, and the problem of the elderly living alone. In this context, this study examined the direction of development of social security and social welfare system in South Korea and Japan in the future, the common issues such as the construction of local community welfare and nursing care services, and the presented a common task between South Korea and Japan.
