Government agencies are putting out policies that are beneficial to the people. These policies promote policies to the public and encourage them to participate. Not only government agencies but also local governments are releasing many policies and promoting these policies using media platforms.
In the modern society, due to the spread of smartphones, promotional media have also changed from existing legacy media to new platforms such as SNS. This is because more active policy promotion has become possible through the SNS platform.
The purpose of policy promotion content is communication. The degree of participation in policies can be increased through communication through content. In this study, we would like to suggest a policy promotion content production strategy, focusing on Roman Jacobson's theory of meaning generation.
Among the various local governments, Seoul's official YouTube is producing the most stable policy promotion contents. After selecting eight of these Seoul City YouTube contents as of 2023, analyzing the contents based on Roman Jakobson's theory of meaning generation, we will seek a direction to improve the quality of the contents.
As a result of the analysis, it was found that YouTube content in Seoul minimizes brand exposure, employs appropriate performers, and strengthens the local identity of Seoul. There are also disadvantages such as lack of clarity of message, limitations in information delivery, and target inconsistency.
Through this, it was possible to propose a new way to further subdivide the information to produce content, introduce various storytelling techniques, and produce content through planning that fits the topic.
These studies lay the foundation for local governments' policy promotion content and make it possible to expect more qualitative research in the future.
