Following are the brief description of various issues and problems rose from the Town's Planning by using of "Districting System" for Kangkyeng - up, a small typical rural town of korea.
First: In accordance with a" readjustment of Town's planning" ever conducted in the year of 1995, in order to limit and avoid the land from misuse, the town of Kangkyeng - up can be ideally divided into seven functional zones, such as: General Residential zone, General commercial zone, Semi-industrial zone, Natural Green zone, Production Green zone, preservative district, and Natural Settlement district, etc.
Due to high limitation of land availablity, however, as per such regulations widely and uniformly applied to countrywide, the plans were way far from the ideals and opinions of the residents of town.
The plan, therefore, must be redone so that fully reflect the opinions of the residents to make the plan St with the characteristics of specified district of the town.
Second: The town's planning of Kangkyong is seems moving toward backward because the plan, caused from allowing application of existing non-conformities in the districting system by deviating from the original forms of the plan.
Therefore the urban planning must be so established to meet the requirement of zoning area
Third: Due to the annex of the Construction Ordiance have ever applied in the year of 1978, the residential zone were highly and gradually encroached by the multi-shaped form of conventional residents accomodation facilities.
For this reason, the town planning for the commercial zone, due to its high limitation of availablity of plane space of the town, highly desireable to adopt and offer maximum use of underground spaces and construction of higher stories buildings by avoiding use of mixed land use system.
Fourth: Due to lack of proper perusal system, as most existing small or large sized towns of Korea, and restricted use of datums related to urban planning by the person who actually intended to use of such informations, the appropriate measures must be established as quick as possible to develop a system so that the plan should be reviewed objectively.
Fifth: A recent findings through a question sheet given to residents, many and unspecified, more then 71 per cent of participants in question expected to engage, indirectly or directly, in participating in every aspect of town's planning from the beginning with and the result further proven that those who participated the question were interested in assist in the town's planning, in some way, by bringing individual opinions into the plan from the earlier stage in term of questions sheet or interview as a citizen's in the era of decentralization and localization of power to the hand of local authorities.
As a conclusion, in order to promote the qualities of living standard of the residents and to fulfilll the humanistic urban planning and joyful urban construction to meet and satisfy the desirous and interests of the residents, one must maximize in utilization of geographical knowledge as a guideline, scientifical backgrond and as a chains those links between residents and environment.
