Networks as Big Data for Policy Learning: Evidence of Vicarious Policy Learning from Intergovernmental Networks, 1990-2005

Purpose: This research explores a mechanism of policy diffusion: vicarious learning. This particular mechanism of policy diffusion has not been studied enough despite that, when policymakers consider adopting a policy, they try to assess its effectiveness from the experiences of other countries that adopted the same policy. This study tests if countries adopt policies based on countless observations of the consequences of the policy in other countries that they are connected through intergovernmental networks. Methods: For this test, this study analyzes original data on antitrust and merger laws that rapidly spread through developing countries during the 1990s and 2000s. Results: Countries have a greater chance of adopting such laws when their network peers enjoy improved economic performances following the adoption of the same laws. However, when their network peers have negative economic performances following the adoption of the laws, countries are not affected by their peers. Conclusion: This research finds potential evidence of selective learning processes that policymakers only consider evidence that conforms to their existing beliefs and ignore evidence contradicting them.
