북한 ‘핵무력’ 위협의 총체적 접근 및 분석: 북한 ‘공화국핵무력정책법’ 상의 ‘핵무력 구성’ 요소를 중심으로 = A comprehensive approach and analysis of North Korea's 'nuclear forces' threat: Focusing on the elements of 'nuclear forces composition' in North Korea's 'nuclear forces policy law'

국문 초록 (Abstract)

이 논문은 북한의 핵무력정책법령에 규정되어 있는 4대 핵무기 구성 요소(핵탄두, 투발수단, 지휘·통제 체계, 핵무기 운용부대)별 능력과 위협을 분석한 후 그 대응 차원의 세 가지 정책을 제안한 것이다. 현재의 북한 핵 위협은 ‘핵 위기사태 경보 발령과 국가핵무기종합관리체계 하에서 소형 핵탄두가 탑재된 각종 미사일을 다양한 발사 플랫폼에 장착하여 국가핵무기지휘기구의 판단과 건의에 따라 핵무력의 유일적 지휘권을 가진 국무위원장(김정은)이 ‘핵 버튼’만 누르면 발사할 수 있는 상태’라는 결론에 도달했다. 또 러시아 파병 대가로 ICBM의 핵탄두 대기권 재진입 및 핵추진잠수함 제작 기술을 러시아로부터 인수하여 ICBM 실전 배치 및 핵추진잠수함을 전력화할 경우 북한의 핵전략은 더욱 공세적으로 바뀔 것이고 핵 위협은 현실로 나타날 수 있다. 이에 대한 대응 차원에서 ‘시한부 핵무장’ 제안, 북한의 핵전쟁 수행체계 무력화 및 파괴 능력 조기 확보 필요, 핵공격 시 국민의 대피능력 제고 방안 등을 제안했다.

다국어 초록 (Multilingual Abstract)

This paper proposes three policies to respond to the North's nuclear threat after analyzing the capabilities and threats of each of the four major nuclear components (nuclear warheads, nuclear weapon delivery systems, command and control systems, and nuclear weapon operations units) as stipulated in its nuclear forces policy law. The current nuclear threat from North Korea has come to the point that Kim Jong-un, the Chairman of the State Affairs Commission, who is the sole commander with authority over North Korea's nuclear forces, could launch various missiles equipped with small nuclear warheads mounted on diverse launchers by just pressing the "nuclear button" in accordance with the decision and suggestion of the National Nuclear Command and Control Organization under the Nuclear Crisis Alert and the Comprehensive National Nuclear Weapons Management System. Furthermore, if North Korea acquires the ICBM reentry system and nuclear-powered submarine construction techniques from Russia in exchange for sending troops into the war in Ukraine, and subsequently deploys ICBMs and the submarines in its military forces, North Korea's nuclear strategy could become more aggressive and then the nuclear threat could turn into a reality. In response to this issue, the author presents policy proposals as follows: a "time-limited nuclear armament" approach, the necessity to secure capabilities to neutralize and destroy North's nuclear warfare execution system, and measures to enhance the public's evacuation capabilities in the event of nuclear attacks from North korea.
