창원시 행정구역 통합이후 주민 화합 정책에 관한 연구 = A Study on the Administrative Territory Integration and the Policy for Residents` Harmony in Changwon City

다국어 초록 (Multilingual Abstract)

The purpose of this study is to recognize importance of communication among residents in district with administrative territory integration and is to suggest a plan for easing and solving the conflicts through activating communication, by analyzing the process of free administrative territory integration in Changwon city of Gyeongsangnam-do Province. Suggesting some supplementations as a result of examining a plan for activating communication available for easing and solving conflicts and disputes among the concerned parties according to reorganization of administrative territory, they are as follows. First, in order for the committee to be a place of substantial participation, it will need to be composed in equilibrium of representatives in diverse classes when it comes to the constitution of committee members, with sublating the formal operation of committee. Second, the public hearing needs to be made the thorough publicity in order to possibly increase the participatory rate by which the residents positively join, and to encourage residents` will to participate, by positively reflecting the opinions, which were presented in the public hearing, in the policy. Third, it is necessity of opening information on citizen participation system. Residents` participation in the city-affair activity is increasing day by day following the execution of local government system. Even its method is institutionalized diversely. However, the majority include systems that are not well known or are strange to citizens. Finally, NGO needs to be vitalized. The organized civic movement has a significance in a sense of being conducive not only to reinforcing citizens` political capacity, but also to pursuing universal profit of community beyond profit in individual dimension.
