공동연구프로그램 관리의 성공요인에 관한 사례연구 : EUREKA프로그램을 중심으로 with EUREKA Program = A Case Study on Success Factors of a Cooperative R&D Program Management

국문 초록 (Abstract)

본 연구는 공동연구개발프로그램으로서의 EUREKA프로그램의 관리사이클(Program Management Cycle)을 체계적으로 분석함으로써 특징적인 프로그램관리전략과 프로그램관리의 성공요인을 찾고자 하였다.
EUREKA프로그램이 성공적으로 운영되어 온 것은 유럽연합의 회원국 중심으로 이루어진 국제공동연구프로그램이라는 특수성도 있지만 상향적 접근(Bottom-Up)과 네트워크(Network)로 대표되는 특별할 프로그램관리 전략과 방법이 있었기 때문에 가능했던 것으로 보인다. 상향적 접근방법은 본 프로그램의 가장 기본적인 관리철학으로 프로그램관리의 관료화를 최소화 하고, 자율적인 조직운영이 가능하도록 하였다. 국가간 및 참여주체간의 네트워킹 형성을 위해 협력기관과의 잦은 모임을 통한 원활한 커뮤니케이션을 유도했고, 인간적인 관계가 형성되도록 하였으며, 공식적인 조직보다도 프로젝트 수행기간 중 생긴 인간적인 관계와 커뮤니케이션 연계가 효과적인 협력을 창출하였고 이러한 것들이 프로그램관리의 주요 성공요인인 것으로 나타났다.
그러나 본 프로그램은 국가마다 다른 프로그램 운영체계를 가지고 있어서 전략적인 추진이 어렵고, 특히 평가결과의 활용측면에 있어서는 정책결정에의 피드백 메커니즘이 정립되어 있지 않다는 점 등이 본 프로그램이 가지고 있는 본질적인 한계인 것으로 나타났다.

다국어 초록 (Multilingual Abstract)

This article aims to finds out the distinctive strategies and the success factors of the program management of EUREKA Initiative. Through the systematic analysis of the program management cycle with learning loop, the success factors of EUREKA, an international cooperative R&D program are found.
EUREKA mechanism is normally described as a bettor-up initiative with its flexibility and lack of bureaucracy. There is no central budget and only a very small central secretariat coordinating decisions taken by representatives of the Member States. This paper insists the success factors are the decentralised structure, bottom-up approach, flexibility and lack of bureaucracy in the program management. In the mean while, the program has some intrinsical weaknesses like the various management systems by each member country. and the lack of an adequate system to follow-up and learn from evaluation findings.
